 Background:   
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.  
 
Overall purpose of the role:  
  • Main focal point for IDP site regarding all information 
  • Support Camp Management Committees (CM) and DRC in carrying out duties 
  • Support DRC Camp Management project activities implementation 
Responsibilities: 
  • Regular visits to targeted sites each week as per agreed plan in consultation with supervisor 
  • Lead in the creation and strengthening of Camp Management Committees (CMCs); build capacity of CMC members through coaching on CCM principles and practice and reinforce adherence to the TOR and Code of Conduct  
  • Ensure regular contact (visits and phone calls) and collect information and updates from CMC and IDP representatives.
  • Carry out regular site level service mapping and service quality monitoring for all sites; record accurate data in the relevant tools and share on time with appropriate focal points
  • Assist in identifying needs, service gaps and duplications in all targeted sites, and report such issues through Cluster reporting tools and flag for action through appropriate coordination channels
  • Facilitate site-level meetings with CMCs and other stakeholders such as humanitarian actors and government officials to discuss needs, issues, and gaps
  • Attend all CCCM coordination meetings, representing DRC, as well as attend meetings with various stakeholders, including clusters, local authorities and IDPs as requested.
  • Provide accurate and timely information for drafting the bi-weekly CCCM reports and other updates.
  • Support Community Information Clerks in efforts to disseminate information to IDP populations
  • Help conduct site verification, detailed site assessments, safety audits, and eviction risk mapping by providing information and collecting data as requested.
  • Build and maintain good working relationships with CMCs, local authorities, IDP community members, host community members and service providers.
  • Treat community members in a sensitive and humane manner.
  • Follow and uphold humanitarian principles and centrality of protection at all times.
  • Any other tasks as requested by CCCM officer in charge, Program Manager, and Technical Coordinators.
  • Conduct regular protection monitoring of protection threats, vulnerabilities and coping capacities using and contributing to the Somalia Protection Monitoring System (PMS) in particular:
  • Select of key informants (KI) from the community in line with the PMS methodology representing a variety of perspectives and backgrounds and maintenance of good relations, based on voluntariness and informed consent with the KI 
  • Conduct data collection on a monthly basis (last week and first week of each month) to villages, urban areas, and informal settlements where returnees, refugees and asylum seekers and IDPs live within the community using the PMS tools and methodology
  • Utilize digital data collection system based on smart-phones for data collection and uploading; participates in training in the digital system, testing, data cleaning, and regular debrief and supervision of digital data collection activities.
  • Ensure the data is collected in line with PIM and protection principles 
  • Observe data protection SOPs 
  • Provide psychological first aid and referrals to survivors of protection incidents in line with the survivor-centered approach
  • Refer cases with protection concerns to the case worker/community service worker, to ensure their protection needs are addressed.
  • Conduct spot observation in areas where returnees and IDPs are living for inclusion in protection mainstreaming
  • Conduct mobile patrols 
  • Participate in protection and multi-sector awareness sessions
  • Provide training and capacity building on protection to persons of concern
  • Collect and share information on evictions or risk thereof  
  • Support emergency distributions ensuring protection mainstreaming
  • Compile weekly and monthly reports 
Experience and technical competencies. 
  • Experience in outreach, communications, advocacy, and community mobilization. 
  • Must have 1 year minimum experience working with INGO in relevant positions.
  • Must have an excellent understanding of the target location communities. 
  • Self-motivated, proactive, fast learner, must be able to work alone and unsupervised. 
  • Must have excellent verbal communication skills and interpersonal skills (or “people skills”). 
  • Previous experience similar to this position is an asset.    
  • Education: (include certificates, licenses etc.) 
  • University degree or diploma, preferably in Social Sciences 
  • Secondary Certificate is required  
Languages
  • Must be fluent in Somali language  
  • Excellent verbal and written communication skills both in Somali. 
  • Must be known and living in the community and is trusted and respected widely  
  • Good command in English is an asset but isn’t requirement.

Availability: 10th April 2019 
  
Duty station: Bossaso with travels to other program locations in Puntland. 
 
Reporting to: Protection Team Leader  
 
Duration: 9 months with possibility of extension
