Health Officer (eHMIS EPI), Temporary Appointment (TA) for 364 days, NOA, Dhaka - Only for Bangladeshi

The temporary position will support the Ministry of Health and Welfare in the capacity building and scale up of the new modules in the health management information system, especially LMIS and e-tracker. It will enable UNICEF to deliver on critical results in immunization, reaching universal coverage, in health systems strengthening, data driven programming and continuum of care.

How can you make a difference?

The temporary position will support the Ministry of Health and Welfare in the capacity building and scale up of the new modules in the health management information system, especially LMIS and e-tracker. It will enable UNICEF to deliver on critical results in immunization, reaching universal coverage, in health systems strengthening, data driven programming and continuum of care. The incumbent will work under the guidance of the Chief of Health and under the direct supervision of the Health Specialist (Health Systems Strengthening (L4)). S/he will work in close collaboration with EPI specialist and MNCAH sub-unit.

Summary of key functions/accountabilities:

  1. Capacity building on electronic Health Management Information System (eHMIS) for personnel of DGHS at national and sub-national levels with a focus on EPI related data;
  2. Assist in the roll-out and quality reporting of results through eHMIS with a focus to EPI electronic registry (individual tracker) and e-HMIS;
  3. Technical support in implementation of Immunization Supply Chain and Logistics (ISCL) Management by linking with Health Management Information System (HMIS);
  4. Assist in the delivery of results on eHMIS related to EPI within the framework of Health System Strengthening (HSS).

1. Capacity building on eHMIS related to EPI MIS for the personnel of DGHS at national and sub-national levels;

  • Support e-HMIS and MNCAH Line Director and his staff (DGHS) to operationalize eHMIS tools like DHIS2, etracker, eHMIS, RMNCH scorecard, immunization information management system;
  • Build capacity of DGHS’ e-HMIS users on eHMIS services related to EPI and MNCH;
  • Build capacity of EPI MIS focal person in analysing the monthly reporting data and provide feedback to district and sub-district managers on EPI performance and data quality;
  • Participate in-person or remotely in country, discussions setting the future of eHMIS implementation to achieve UNICEF’s strategy on HSS with focus on EPI’s equity and coverage.

2. Assist in the roll out and quality reporting of results through eHMIS with a focus to EPI electronic registry (individual tracker) and eMIS

  • Support to rollout individual tracking for children to improve full vaccination coverage and eHMIS for EPI, ANC, PNC and ENC, using DHIS2 android based module to improve equity and coverage in immunization and MNCH;
  • Build capacity in EPI for continuous monitoring cold chain, vaccine and logistics management through EPI eHMIS using DHIS2;
  • Technical support for continuous monitoring to ensure EPI data quality, timely reporting and completeness at national and sub-national levels;
  • Technical assistance for tracking of Disbursement Linked Indicators (DLI) related to EPI.

3. Technical support in implementation of Immunization Supply Chain and Logistics (ISCL) Management by linking with Health Management Information System (HMIS)

  • Enhance existing Vaccine Logistic Management Information (VLMIS) into national eHMIS dashboard/reporting portal;
  • Support periodic review of Vaccine Logistic Management Information System (VLMIS) at national and divisional level and DHIS2 core-committee meeting to enhance use of data for planning and informed decision making.

4. Assist in the delivery of results on eHMIS related to EPI within the framework of Health System Strengthening (HSS)

  • Spearhead approved innovation initiatives and work closely with programme staff to facilitate proper implementation of eHMIS related to EPI;
  • Support technical and operational knowledge transfer to programme staff, implementing partners and beneficiaries on eHMIS related to EPI;
  • Support counterparts and implementing partners to build capacity and nurture independence at national and sub national level on eHMIS related to EPI.
  • Participate in-person or remotely in country, discussions setting the future of eHMIS implementation to achieve UNICEF’s strategy on HSS with focus on EPI’s equity and coverage.

To qualify as an advocate for every child you will have…

Education:  A University degree in computer science, software engineering, information technology management, public health, statistics or related social science field is required.

Experience:

  • A minimum of one year of professional experience in information technology management, health information system in government health information system or other large public health organizations;
  • Demonstrated experience of working on EPI information  and logistics management system;
  • Knowledge and technical experience of DHIS2, Open MRS, iHRIS, MoTech etc; 
  • Demonstrated experience of data analysis using Excel/Stata/SPSS, data validation
  • Strong skills to use data visualization tools such as tableu, click data and others.

Technical Competencies:  Proven experience in Expanded Program on Immunization management, Immunization Supply Chain and Logistics (ISCL) Management and electronic data management systems (e.g. DHIS2)

Language Requirements: Fluency in English is required. Knowledge of another official UN language is an asset.
