Who are we?

Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.     

Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 450-national staff and 45 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations

About the job:

  • Under the line management of the Base Manager and technical management of the CCCM Coordinator, the CCCM TL is directly responsible for day-to-day management and implementation of the CCCM programme in Salah Al Din, with the support of the CCCM Specialist and Area Programme Manager
  • Recruit and manage CCCM team members, including Officers and Assistants across areas of CCCM activity implementation in Salah al Din (including Al Alam Camp, Qadissya Complex, Beiji). Provide regular constructive feedback to direct line reports.
  • Deliver technical support and guidance to team, with overall technical oversight from Camp Management Specialist and Camp Management Coordinator
  • Under the line management of the Base Manager and with the technical support and guidance of the CCCM Specialist and CCCM Coordinator, ensure the quality of the planning, implementation and follow up of all technical aspects of the CCCM activities being implemented by DRC in Salah al Din
  • Develop and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of the DRC CCCM sector activities
  • Ensure on time, on budget implementation of projects, meeting donor targets (activity and financial), ensuring compliance, managing expenditure, and supervising quality.
  • Develop procurement plans and liaise with relevant support departments to ensure that activities are carried out according to plan (supply chain, finance, and human resources).

  

 
Sector responsibilities:


Coordinating and monitoring assistance and protection, setting up and supporting governance and community participation mechanisms, managing and disseminating information, providing multisector feedback mechanisms, and maintaining infrastructure. Primary focus on normal camps (planned camps, collective centres, transit centres, reception centres), dispersed settlements (self-settled camps, rural self-settlements, unmanaged collective centres) and/or urban displacements and outside of camps, and areas of return.

Geographic scope: Base (Salah al Din)

This role has a base focus and ensures compliance to DRC procedures and guidelines at base level. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks.

Responsibilities:

Management:

  • Lead and manage the team (including people planning, performance, well-being and development)
  • Ensure effective planning and quality implementation of the sector/support activities
  • Ensure daily monitoring of area
  • Asses the daily quality
  • Provide technical support and inputs
  • Reporting

Programming & Operations:

  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Lead the team in carrying out monitoring and evaluation exercises 
 

Coordination and representation:

  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors

Project development:

  • Develop project plans and budgets for funding
  • Develop projects tools
  • Project implementation and reporting
  • Monitor and evaluate projects 
 

Logistics/Finance:

 
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their progress through to completion
  • Ensure activity/movement plans are prepared and shared with logistics in a timely manner

    About you

    Experience and technical competencies: (include years of experience)

    • Minimum 2 years of management experience at a mid to senior level, with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
    • Minimum 2 years of practical experience in Camp Coordination and Camp Management working for an INGO
    • Proven management skills and a competence in people management
    • Commitment to learning and implementing organizational policies and procedures.
    • Excellent skill in MS Word, Excel, and PowerPoint
    • Full professional proficiency in English and Arabic
    • Field experience

We offer

Contract length: 6 months (renewable based on both funding and performance).

Level: G
