ORGANIZATIONAL CONTEXT

This job is open in Kigali, Rwanda Country Office. The job holder will report to the Programme Policy Officer (Home-grown School Feeding Project Manager) and will operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. The job holder will be involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity and will be expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to planning transition from operational assistance to capacity strengthening in school feeding.
  2. Consult with government counterparts to identify key programmatic entry points and challenges that help WFP align its thematic work.
  3. Coordinate with internal and external stakeholders to develop and coordinate monitoring and evaluation systems ensuring rigorous quality standards through working with internal and government mechanisms.
  4. Lead the process of setting up an M&E database with the government that allows storage and visualization of all school feeding related data.
  5. Research and analyse a range of national policies and vision documents to inform the WFP’s development of programmes and activities around school feeding.
  6. Exchange and understand updates on policy and working papers related to education and nutrition, specifically school feeding, kitchen gardens, health at schools, nutrition curriculum at schools, WASH, etc, with and from relevant stakeholders, including government and donors.
  7. Liaise with internal and external partners and stakeholders to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  8. Support the capacity building of WFP staff, partners and national government through developing various training materials and documentation of best practices.
  9. Develop accurate and timely reporting and briefs that enable informed decision making and consistency of information presented to stakeholders.
  10. Lead coordination for incorporation of small holder farmer engagement strategy that seeks to connect cooperatives to schools with the dual objectives of providing food for school meals and improving smallholder farmer incomes.
  11. Participate in relevant sector working groups to ensure the HGSF agenda is well reflected.
  12. Support the HGSF manager to manage key partnerships.
  13. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years  of related work experience and/or trainings/courses.
Language: Fluency (level C) in English and Kinyarwanda language. Intermediate knowledge (level B) of French

Experience: At least five years of relevant professional experience in development. Experience with Rwandan government, preferably in education and/or agriculture. Extensive monitoring and reporting knowledge.

OTHER SPECIFIC SKILLS AND KNOWLEDGE

Technical Skills including operations, budget planning, performance review, project planning, task management and documentation. Knowledge of the Rwandan Education System and WFP School Feeding programmes. Courtesy, tact and ability to work with people of different national and cultural backgrounds. Ability to communicate clearly and concisely both orally and in writing. Proficiency in Excel, Powerpoint and Publisher. Ability to adhere to timelines. Ability to deliver consistently high-quality results with speed despite stress and pressure. Spirit of initiative and capacity to work independently as well as being part of a team of people from different national and/or cultural background.
