Project Overview:

ICMPD is inviting all interested candidates to apply for the Associate Project Officer for the Joint EU- ICMPD “MIgration EU eXpertise (MIEUX)” Initiative.

MIEUX is joint initiative funded by the European Union (EU) and implemented by the International Centre for Migration Policy Development (ICMPD). MIEUX strengthens the capacities of public authorities to better manage migration and mobility in all its dimensions through the provision of rapid, short-term and tailor-made peer-to-peer expertise assistance. The thematic areas of MIEUX are aligned to the four pillars of the Global Approach to Migration and Mobility (GAMM) the overarching framework of the EU external migration and asylum policy. MIEUX is a global initiative, providing peer-to-peer expertise to partner countries in Africa, Asia, Eastern Europe, Latin America and the Caribbean.

The Associate Project Officer supports the implementation of MIEUX’s core processes (pre- implementation, implementation, knowledge management, communication, quality management, expert management), in particular the implementation of its thematic and geographic actions and activities.

S/he contributes to organisation of project activities and administration of project inputs according to the approved project documentation, work plans and budgets, and in line with MIEUX’s Standard Operating Procedures, ICMPD´s rules and business processes as well as partner and donor 1agreements. S/he assists in a timely achievement of high-quality project outputs within the project assigned.

The Associate Project Officer supports development and maintenance of relationships with partners, beneficiaries and other stakeholders. S/he contributes to planning, organising and supervising the work of experts and contractors. S/he supports in conceptualising, planning and preparing substantive project outputs and contributes to the production of project content and to continuous assessment of achieved results for quality and impact. The Associate Project Officer contributes to overall planning of the project and participates in project communications and knowledge management activities preparing content and inputs. S/he contributes to project reports and prepares inputs to donor and other substantive reports.

The Associate Project Officer works under the supervision of (a) the project officer and (b) in close collaboration with the Project Manager, the Programme Coordinator Global Initiatives and ICMPD staff across the Organisation. S/he collaborates with Programme Assistants and other Associate Project Officers in order to ensure smooth administration and logistics.

Tasks and Responsibilities:

1. Implementation of Project Activities:

Contribute to the timely accomplishment of project outputs in the assigned field of work by organising, coordinating and implementing project activities;

Support day-to-day planning and the follow-up with partners and stakeholders on implementation of project activities;

Support mobilisation of experts, goods and services, capacity building and grants schemes, including preparation of inputs to Terms of References and specifications and follow up on recruitment and contracting process;

Support coordination of experts, consultants and contractors’ work in coordination with the Project Officers ensuring that content and outputs are produced in a timely manner, according to project work plan and ICMPD´s quality standards. Follow up on processes and work deliverables;

Collect, compile and organise background documents and other materials for meetings (steering group, external meetings, Action activities, etc.), and prepare minutes and summaries of actions to be taken and ensure follow-up;

Prepare meeting documentation (documents, folders, name tags, participant lists, arrival and departure lists, collection of presentations after the event and their dissemination, certificates etc.);

Support design and organise project events, meetings, workshops and other activities. Prepare invitations and receive registrations, identify and organise venue, travel, accommodation, and translation/interpretation;

Draft inputs to project correspondence, mainly on logistical and organisational matters. 2. Project Administration and Compliance:

Implement administrative activities and processes in accordance with ICMPD rules and established business processes;

Support management of expert and procurement contracts. Confirm receipt of services and initiate payments according to agreed payments schedule;

Maintain project documentation electronically and on physical file.

23. Project Content:

Support the formulation of analytical and substantive project inputs. Compile information and documentation and draft inputs;

Prepare inputs to briefs, background papers, presentations, speeches; Conduct desk research, collect and analyse information and prepare documents; Compile materials and inputs for communications activities;

Maintain up-to-date project information including in MIEUX’s Expert and Action Roster, MIEUX’s excel and contacts database;

Edit/proof-read and organise translation, when applicable;

Process evidence and data collected through various monitoring and evaluation tools. Key Results:

Project activities in the area of work assigned organised and implemented according to project’s work plan;

Timely and qualitative contributions made to production of project outputs; Timely and qualitative contributions to production of project content delivered in the assigned area of work;

Timely support provided to coordination of project implementation with project partners, beneficiaries, and other stakeholders.

Incumbent Profile:

A minimum of 1 year of position-relevant work experience in implementation of projects in the field of migration;

Substantive knowledge of migration issues;

Strong skills in MS applications;

Professional training in project cycle management is an asset;

Good analytical and drafting skills;

Good organisational skills;

Willingness to travel, including outside of the EU.

Corporate Qualifications:

Experience in international context;

Fluency in (verbal/written) English and French; proficiency in another major EU language represents an asset;

Master´s degree related to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP1 Grade, with an annual net-base salary starting at EUR 35,484. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
