The Danish Refugee Council is seeking a talented Grants, Monitoring and Evaluation Coordinator to monitor and evaluate one of DRC Sudan’s most exciting projects, working across four states on one of the most challenging questions of our time: how to make migration safer. We are looking for an energetic and resilient grants manager, who also has strong technical research skills in order to ensure we are demonstrating impact. 
 
Danish Refugee Council (DRC) Sudan has recently been selected as consortium lead for a 3-year “Routes Based Migration Response Programme” whose overall objective is to address irregular migration from and through Sudan, with a view to making migration safer and more orderly. This programme will deliver community-based responses to migration, promote the delivery of durable solutions for refugees and returnees in Sudan, and enhance the knowledge and understanding of key aspects of mixed migration among the key stakeholders in the humanitarian community.  
 
The Grants, Monitoring and Evaluation Coordinator is responsible for two workstreams: firstly ensuring reporting is completed on time and to sufficient quality, and secondly to establish monitoring and evaluation systems that ensure accurate, timely data s gathered on time and in such a way that will allow demonstration of impact the end of the project period. Research is an important part of this project and the post-holder will act as technical focal point for all research related outputs of the project. Capacity building of local teams to support these outcomes will be a critical part of the role. 
 
Main Duties and Responsibilities: 
 
Research and learning 
• Work with consortium partners Mixed Migration Centre (MMC) to set appropriate research questions for the project, contribute to strategic planning around how to collect and use the quantitative data from MMC’s 4mi tool. 
• In collaboration with consortium partners, design an appropriate research strategy that leverages quantitative data (4mi) and qualitative data (e.g., protection monitoring) to demonstrate impact at the end of the project period.  
• To propose ideas for briefing papers that respond to identified trends in migration, capitalising on data from DRC’s other Routes Based Migration Response Programmes, as well as other research, to contribute to the wider academic context.  
• Develop methodologies for research components with strong emphasis on qualitative data collection tools.  
• Develop research standard procedures for data collection, analysis and measures for quality control. 
• Develop and keep up to date risk management plan for data collection, analysis and sharing of research findings  
• Develop and maintain project data bases at national and field levels; 
• Conduct periodic activities monitoring and site visits to the field to monitor data collection / implementation. 
• Analyse the data and write baseline and impact assessment reports; 
• Lead the planning for consortium quarterly report and annual planning  
 
Monitoring and Evaluation 
• Develop an m&e framework and reporting plan and provide the drive to seeing this framework and plan implemented.  
• Identify areas for skills development and provide training and coaching to staff to improve monitoring and evaluation skills.  
• Lead the process of data collection and report against project indicators, proposed activities and logical framework.  
• Ensure m&e plans are updated timely and monitoring & evaluation findings are in place for quarterly reports. 
• Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data. 
• Support the consortium team to use consistent tools in all locations where consortium activities are implemented. 
• Lead the regular sharing of monitoring & evaluation findings with project staff and implementing partners 
• Review the tools developed for the assessments by the field team 
• Take the lead in supporting RBMRP evaluation consultancies.  
 
Grant management  
• Ensure compliance with DFID reporting guidelines.  
• Act as focal point for the consortium reporting and grant management systems. 
• Ensure timely and accurate submission of quarter reports, annual planning and other grants requirements.  
• Ensure inputs are timely received from partners for reporting and follow up with any questions or comments from DFID.  
• Ensure reports are submitted to DRC and DFID standards.  
 
Accountability 
• Coordinate the design and implementation of accountability systems for the consortium working closely with relevant managers 
• Build the capacity of staff to plan and implement effective accountability systems for the consortium. 
• Establish the beneficiary feedback and complaint mechanisms 
• Support field staff in implementing CHS principles in coordination with the consortium members.  
Learning and project quality 
• Act as donor focal point for monitoring & evaluation components 
• Participate in project planning meetings, quarterly review meetings and close-out meetings.  
• Replicate good practices and strengthening synergies between field sites 
• Regularly present key Monitoring & Evaluation findings to the steering committee and propose recommendations.

To be successful in this role we expect you to be highly motivated for supporting the development of M&E planning/framework, have solid experience in the management of grants and donor requirements, enjoy engaging with multiple colleagues with many different backgrounds, strong ability to guide/support staff, and a good eye for detail.  
 
Moreover, we also expect the following: 
• Bachelor’s or master’s degree in international development, social science, or other relevant subject 
• Minimum of 5 years’ experience in monitoring and evaluation, including strong understanding of M&E principles & processes 
• Experience in design and implementation of qualitative research  
• Minimum of 3 years working in countries responding to humanitarian/migration crises preferably in an m&e capacity; 
• High degree of computer competencies, especially in Microsoft Excel, Access, kobo toolbox, mobile-base data collection and other database-management system (DBMS); 
• Experience of working with or providing support to partners and/or a partnership model of working; 
• Proven ability to negotiate through strong inter-personal skills and ability to synthesise different perspectives; 
• Strong understanding of qualitative research methodologies, including analysis and innovative approaches to dissemination.  
• A team player: able to demonstrate a constructive, cooperative and problem-solving approach; 
• Strong written communication skills and ability to communicate with a wide array of stakeholders; 
• Diplomacy, patience, attention to detail and ability to manage multi-stakeholder processes essential; 
• Willingness and ability to frequently travel to hardship duty stations in Sudan;  
• Fluency in written and spoken English. Language skills in Arabic an advantage. 
• Work experience from Sudan or in the region is a plus.  
 
We offer 
Contract: 12 months, with possibility of extension (subject to funding and performance) 
Starting Date: ASAP  
Level: G 
Duty station: Khartoum, Sudan – with frequent travel to other implementation areas in Sudan. This is an unaccompanied position. Khartoum is a family duty station.
