Organizational Context

Major Programme V11-5, the Independent Oversight Mechanism (IOM), was established by the Assembly of States Parties (ASP) at its eighth session, in accordance with article 112(4) of the Rome Statute. It is an operationally independent office whose Head reports to the President of the ASP.

The purpose of the IOM is to provide meaningful oversight of the Court through its mandate to conduct inspections, evaluations and investigations at the request of Heads of organs and/or the Bureau, and to provide assurance to the ASP of the effective and comprehensive nature of such oversight.

At its seventeenth session, the ASP requested that the IOM conduct an evaluation “of the administration of the Secretariat of the Trust Fund for Victims with a view to increasing its efficiency and effectiveness in implementing its mandate as set out in resolution ICC-ASP/3/Res. 7”. Furthermore, the IOM is expected to submit its evaluation to the President of the ASP, who will share it with the ASP during the first half of 2019.

Key Deliverables / Terms of Reference

In line with the terms of reference for evaluating the administration of the Secretariat for the Trust Fund for Victims, the evaluation expert will perform the following consultancy tasks:

  • Conduct additional data collection and analysis including: interviewing evaluation participants according to the interview schedule and design, facilitating focus group discussions to gather data and analysing survey data;
  • Finalize the draft evaluation report;
  • Participate in and facilitate the presentation of preliminary evaluation results by engaging relevant stakeholders and eliciting their feedback on the draft evaluation report;
  • Consider and incorporate the feedback to finalize the evaluation report.

A more detailed evaluation work plan will be provided and discussed upon the commencement of the consultancy.

The incumbent will report directly to the Senior Evaluation Specialist with oversight by the Head of the IOM or, in the absence of the Senior Evaluation Specialist, to the Head of the IOM.

Consultancy timeline and conditions

The consultancy of 40 days will be carried out over a three-month period from the date of entry. The consultant will be required to submit the deliverables according to a set timeline in the evaluation work plan. Payment will be conditional upon the timely delivery of consultancy tasks that are deemed to be of satisfactory quality.

Essential Qualifications

Education:

Master’s degree in one of the following fields: social sciences, monitoring and evaluation, statistics, development economics, performance management or other related fields; or a first university degree with additional years of relevant work experience and/or training or courses. Experience:

  • Minimum of five years’ relevant professional experience in international development or humanitarian work;
  • Minimum of two years’ experience in managing evaluation activities.

Knowledge, skills and abilities:

  • Knowledge of advanced technical skills in evaluation and experience in their application;
  • Understanding of the United Nations Evaluation Group’s (UNEG) Norms and Standards for Evaluation and experience in their application;
  • Experience in managing the evaluation process and stakeholders;
  • Proficiency in data collection methods, as well as the analysis of quantitative and qualitative data, including survey data;
  • Strong evaluation report writing skills;
  • Competence in engaging with stakeholders, conducting interviews and facilitating focus group discussions;

Languages:

  • Fluency in written and spoken English
