Organizational Setting
 
The Emergency and Resilience Division is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. PSE ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. PSE supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. PSE plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.
 
Reporting Lines
 
This consultancy is in the PSE Programming and Outreach team, and reports to the Senior Technical Adviser.
 
Technical Focus
 
Support the implementation of FAO’s resilience agenda at a global, regional, sub regional and/or country level.
 
Tasks and responsibilities
 
The main tasks and responsibilities of the consultant include\:
 
  • Support and contribute to the development and implementation of PSE’s Monitoring, Evaluation, Accountability and Learning (MEAL) strategy and framework for emergency and resilience programmes, to provide timely information on delivery terms of outputs, outcomes and impacts, allowing programme teams and management to monitor and improve project/programme implementation, generate learning and inform evidence-based advocacy;
  • In collaboration with technical experts, develop/update quantitative and qualitative tools and resources required to implement the strategy and framework at global, regional and country level that are adaptable according to contextual and operational differences;
  • Analyze incoming quantitative and qualitative data on project/program implementation, including significant data sets, with a view to monitor and asses interventions and the PSE programme/portfolio;
  • Implement monitoring, evaluation, accountability, learning and reporting activities at various levels;
  • Contribute to MEAL capacity development strategy and related materials and undertake capacity development activities for FAO staff and partners to implement MEAL activities at various levels;
  • Prepare MEAL reports including compiling information to be included in MEAL reports, updates and any other relevant information products;
  • Integrate MEAL, food security and livelihood sector good practices into the MEAL framework and related tools;
  • Performs other duties as required.
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
 
  • Advanced University degree (Master’s or equivalent) in Agricultural Economy, Statistics, Rural Development, Agronomy, Social Sciences, or closely related technical field;
  • At least 5 years (category B) and 1 year (category C) of relevant experience in MEAL applied to food security and/or agricultural programmes;
  • Excellent mastery of written and oral English, at least limited knowledge of Arabic or French;

Technical/Functional Skills  
 
  • Relevant work experience in MEAL applied to food security and/or agricultural programmes;
  • Excellent knowledge of MEAL tools and methodologies applied in food security, resilience and agricultural interventions;
  • Working knowledge of advanced statistics with ability to use statistical software packages (i.e. SPSS and R);
  • Good knowledge of using and programming questionnaires in Open data kits (in particular Kobo toolbox);
  • Proficiency in MS Office (Word, Excel, Access, Outlook);
  • Ability to perform in multi-cultural and multi-disciplinary context.
  • Experience in complex/protracted emergencies would be an asset;
  • Experience in conflict sensitive and peacebuilding programmes would be an asset.
  • Field experience in implementing MEAL activities and strategies;
