Senior Governance Adviser

General Minimum Requirements    

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements    

The general minimum requirements for working in this field of expertise are:

  • Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements    

Furthermore, this level of responsibility requires the following:


Second-level university degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements    

Additionally, this particular post has specific requirements:


  • Previous thematic experience in one or more of the following fields: international relations, economics, law, international development, local governance, preferably with a detailed focus on: anti-corruption and public administration;
  • Thorough knowledge of the Project Cycle Management and project management experience in governmental structures, international organizations, NGOs, and public policy development;
  • Previous team management experience;
  • Professional fluency in the English language, with analytical and research experience and excellent drafting and reporting skills;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Experience in negotiating and liaising with governmental authorities;
  • Flexibility and ability to work under pressure and within tight deadlines;
  • Computer literate, with knowledge to operate different Windows applications, including word processing and e-mail;
  • Availability to travel in and outside Albania if required, also on a monthly basis.
Tasks and Responsibilities    

The OSCE Presence in Albania - Department of Governance, Economic and Environmental Issues (GEEID) designs strategies based on in-depth analysis of the current political environment in Albania and the Western Balkans, develops and implements programs focused on governance-related issues, formulates recommendation to the Government of Albania in various sectors including anti-corruption, anti-trafficking in human beings, child exploitation and illegal migration, local government and decentralization, property issues and environmental crimes.

Under the direct supervision of the Head of Department (HoD), the Senior Governance Adviser (SGA) acts as deputy Head of Department and performs the following duties:

Advisory and strategy development

  1. Providing high quality inputs and technical support to the GEEID team in particular to the anti-corruption portfolio (i.e. developing strategic approaches to fight corrupt practices in Albania, advising the HoD on the suitable interventions in line with the scope of the department and Presence in Albania’s mandate);
  2. Engaging in-depth analysis and investigation of the shortcomings in governance practices in Albania informing the strategies and projects undertaken by the department;
  3. Developing interdisciplinary and inter sectoral policy advices in all areas related to governance tackled by the department;
  4. Recommending appropriate interventions ensuring synergies between various actors, donors and political interlocutors;
  5. Ensuring the quality of the Department's written output including project proposals, briefings and analysis for the senior management and political interlocutors;

Program Development

  1. Supporting the department in monitoring and evaluating the implementation of the projects for instance by: Finalizing together with GEEID the OSCE Performance Management Process: Liaising with the Program Co-ordination Unit (PCU) on Unified Budgetary and Extra-Budgetary Projects development;
  2. Identifying and develop strategic partnership with donors and partners in the implementation of programs;
  3. In her/his quality of deputy head of department, ensuring that the projects are implemented following OSCE results-based management tools;
  4. Recommending bridging arrangements, execution modalities and exit strategies (if necessary);
  5. In accordance with the HoD, helping to maintain close working relations with all national and international partners and being an influence towards more collaboration and interaction between them at the appropriate level.

Team Management

  1. Under the guidance of the Head of Department (HoD), coordinating with and providing leadership and support to the GEEID team, including identifying learning needs/opportunities and sharing substantive knowledge;
  2. Supporting the HoD in ensuring a management based on targets, results indicators and rigorous projects’ implementation, monitoring and evaluation;
  3. Performing other duties as assigned by the HoD.
