Indonesia: West Papua Provincial Representative (Manokwari Based)

The Provincial Representative has a dual role, he/she is responsible for provincial coordination of the GGGI work and the management of the related government and stakeholder relationships while at the same time applying conceptual knowledge in support of project/component design and delivery. The Provincial Representative, under close supervision of his/her manager, provides day to day technical support internally as well as to relevant government counterparts in the context of the ‘hybrid team’, and manages and supervises provincial GGGI staff and consultants working in the province. The position carries out analytical work related to his/her technical expertise and coordinates and provides a wide range of contributions to deliver the components and workstreams of the GGP in West Papua.

 

 

Purpose

 

It is of high importance that the Provincial Representative works closely with the relevant provincial government agencies in order to design a provincial GGP Phase 3 workplan for 2000-2024 in line with the Presidential Instruction (Inpres) No. 9/2017 to accelerate the welfare of Papuan people. In GGP phase 2, in 2019-2020, the position will have as primary purpose the identification of GGGI’s role and niche in this regard, and in relation to the green growth and low carbon development ambitions of the RPJMN 2000-2024, Indonesia’s SDG and NDC policies and the related vision and mission of the West Papua provincial authorities. The Provincial representative will create visibility of the organisation in West Papua as a trusted advisor to GoI.  The Provincial Representative will work closely with GGGI teams and experts (in Indonesia and globally), civil society partners and where useful external consultants and firms, to ensure the design and delivery of a high-quality and timely collaborative program, consistent and integrated with the national and local level Indonesia program work and aligned to GGGI's overall vision. It is envisaged that the Provincial representative will continue post June 2020 with GGP Phase 3 delivery/management under a revised JD. 

The Provincial Representative will:

  • Be the focal point to the West Papua provincial government counterparts and be responsible to develop and maintain good and effective relationships and collaboration;
  • Be responsible for stakeholder engagement in West Papua province;
  • Be responsible for provision of sound and timely support to the local government in line with the GGP;
  • Support GGGI’s work performed at the national level and carry forward GGGI's Phase 2 work within West Papua province, especially focused on the design of a joint green growth program with provincial government;
  • Provide vision, inspiration and knowledge for the identification of GGGI’s potential role and niche in West Papua province and the design of a West Papua GGP 2020-2024 that is well-aligned with national and provincial plans and policies.
  • Provide technical input to deliver our portfolio of services, in consultation with the relevant Output Leads and staff in other provincial offices and the Jakarta office;
  • Ensure knowledge sharing at provincial and country level;
  • Manage and supervise the team of technical and administrative staff and consultants in West Papua province;
  • Develop close collaboration or strategic partnerships with the local universities, other local knowledge institutes and civil society partners;
  • Ensure, in collaboration with the senior Communications Officer, appropriate program outreach and communication in West Papua province;
  • Identify within the provincial context project development needs and opportunities and provide inputs and guidance to project and proposal development.

 

Engagement 

 

  • Acquire information/knowledge by participating in the assessment of program needs and resources to assist in program design, development and implementation;
  • Engage in stakeholder mapping and support facilitation of discussion between investors, government and various stakeholders;
  • Apply technical skills to acquire relevant information/knowledge from a variety of sources in support of delivery of high quality outputs;
  • Understand project methodologies and able to provide a wide range of contributions in support of delivery of components/workstreams in the country program.

 

Delivery 

 

  • The Provincial Representative will understand the GGGI project cycle and is able to organize his/her analytical work to ensure that deliverables are provided in a timely manner.
  • Assesses delivery issues and works with provincial and national counterparts to build common understanding and coordination of project activities.

 

Requirement and Qualifications 

 

  • University degree in Environment/Ecological Economics, Forestry/Natural Resource Management, Anthropology, Rural Development or a related field;
  • 8 years’ experience of which at least five years’ experience developing and fostering strong relationships with government institutions and community-based organizations, at the provincial level (and ideally in West Papua);
  • Familiar with the areas of expertise relevant to GGGI and, in particular, REDD+, forestry and agriculture, valuation of ecosystem services and other related government plans at national and sub-national levels;
  • Knowledge on climate finance, international, national and provincial climate policy, REDD+, carbon markets and the social and environmental safeguard criteria and inclusive development;
  • Experience in developing and implementing development policies and strategies on the ground, including public administration to plan for and implement economic development policies and projects;
  • Experience working with communities, particularly indigenous peoples and integrated village development;
  • Flexibility, responsiveness, and ability to manage multiple activities to tight deadlines
  • Demonstrated ability to work in multidisciplinary teams; has stakeholder engagement, client relationship, and consensus building skills;
  • Have a wide network across global and Indonesian national and provincial academic research institutions as well as NGOs and government bodies on climate policy and economic development;
  • Experience in delivery of complex programs, with multi-stakeholder management in Indonesia;

 

Skills, Knowledge, Attributes
 
  • Project management and project coordination experience;
  • Excellent communication skills; multi-cultural literacy and easily adaptable;
  • Actively seeks and considers diverse ideas and approaches and ability to work as part of a team;
  • Experience of working in an international organization is a benefit although not essential
  • Strong oral and written English and Bahasa Indonesia are both essential.
