General Minimum Requirements

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities

Education:

First-level university degree in management, public policy, political science or law or related field(s), or graduate of a national military or police academy at officer level

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six years of relevant professional experience, particularly at least three years of experience in planning and co-ordination, preferably at a headquarters/head office level in an international organization or diplomatic, military or police service, and a least three years of experience in Monitoring and Evaluation systems design, performance measurement, indicator selection, quantitative and qualitative data collection and analysis, and database management;
  • Expertise in qualitative and quantitative research and evaluation methodologies;
  • Experience in an operations/situation/reporting centre for field operations;
  • Knowledge of current Monitoring and Evaluation process, geographic information systems, organizational learning, and impact evaluation assessment trends, methodologies, and resources;
  • Good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems and ability to apply good judgement in the context of assignments;
  • Excellent ability to collaborate with people with diverse expertise to analyse complex issues and devise workable solutions through collaboration;
  • Knowledge of regional political history and developments;
  • Professional fluency in the English language, both oral and written;
  • Excellent verbal and written communications skills and ability to draft and deliver timely quality reports;
  • Flexibility and ability to work under pressure and tight deadlines with minimum supervision;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgement;
  • Fully proficient computer skills and ability to use relevant software and other applications involved in evaluation work, including but not limited to geographical information systems, database applications, Windows applications, including Word processing, Excel and Outlook.

Desirable:

  • Experience in working in Eastern Europe and/or knowledge of the region;
  • Project Management certification;
  • Familiarity with Python programming language;
  • Previous field service with the OSCE or another international and multi-national organization.
 
 
 
 
Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

The SMM Operations Centre (OC) serves as the central hub for all operations and security-related matters, assists in the management, co-ordination and support for all field monitoring operations. The OC reports directly to the Head of Operations. The OC provides up-to-date situation reports (SITREPS) on all operations and security-related issues and daily briefings to the SMM Senior Management. Furthermore, the OC acts as a flexible emergency and crisis management cell on a 24/7 basis.

Under the general direction of the Head of Operations of the SMM and the immediate supervision of the Chief of the Operations Centre, the Senior Operations Centre Officer will be tasked with:

  1. Establishing a Monitoring and Evaluation system to measure and track performance, including key performance indicators, baselines, benchmarks and performance objectives for the operational activities of the mission;
  2. Developing and regularly reviewing the tools for monitoring and evaluation and making adjustments to facilitate objective measurement of established indicators;
  3. Contributing to the strategic design, management, and implementation of impact evaluations or assessments;
  4. Increasing operational consistency: supporting the standardization of operational processes in the field, overseeing the correct implementation of operational instructions, and facilitating exchange of best practices between field units;
  5. Leading on and collaborating with the Operations Centre Officers and Duty Assistants on improvements in Head Office situational awareness across the SMM area of operations, processing daily Informal Reports and Incident Reports, and in assisting the coordination of incident response where required;
  6. Acting as the deputy Chief of the Operations Centre as and when directed;
  7. Participating in Operations-related training activities for new monitors when required;
  8. Performing other related duties as assigned.
