 Overview

The Middle East Regional Office based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process.  We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Libya Iraq, Lebanon, Jordan and Palestine.  Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

Role Specific/Purpose:

The purpose of this position is to be responsible for supporting and conducting administrative investigations in the region, in coordination with the Regional Specialist for Anti-Corruption and Investigations, and mitigating against the need for future investigation.

The Regional Anti-Corruption and Investigations Adviser will conduct internal investigations into allegations of misconduct, such as mismanagement, fraud, corruption, workplace harassment, SEA, abuse of authority and other potential violations of NRC’s rules and regulations and, be responsible for prevention measures including the delivery of training and capacity building. The incumbent will work closely with the Regional Senior Management Group, NRC Country Directors and a variety of staff across NRC programmes in the region.

The position will have a regional remit, however, the role will provide dedicated support to the Iraq programme for approximately 50% of the time. 

Ideal Candidate Profile:

An expert in conducting investigations with sound training and capacity building skills in Anti-Corruption awareness and prevention.

The ideal candidate will have at least 5 years relevant experience in a humanitarian/recovery context, with university degree in investigations, law or other related field.

We are looking for a diplomat who has good navigation skills which he/she can use in critical situations.

An Analytical thinker with excellent communication skills.

Knowledge of the Middle East region and Arabic language are highly desirable. 


Key Job Tasks and Responsibilities:

  1. Together with Compliance Team, deliver NRC’s anticorruption training packages to counter corruption including NRC way 1 & 2 and bespoke training packages at a field office level, including local partners .
  2. Ensure a strategic and compliant approach to investigations procedures in the region accordance with the NRC investigation guidelines
  3. Advise NRC managers and staff on prevention and reduction of fraud, corruption and dishonest loss, including fraud, theft, bribery, nepotism, money-laundering, aid diversion and terrorist financing/support.
  4. Development of INGO loss prevention strategies, Anti Bribery & Corruption (ABC) methodologies, counter fraud techniques, interviews staff and basic investigative techniques.
  5. Assess initial reports of possible misconduct.
  6. Design and deliver effective strategies, projects, tools and training for countering corruption across NRC MERO .
  7. Contribute to NRC’s risk management processes and follow all NRC anti-corruption processes and procedures.
  8. Influence and support managers and staff to adopt ways of working that minimise corruption
