Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.


Organisational Context
 

The Prosecution Division (PD) comprises the Prosecution and Appeals Sections. The Division is central to the core mandate of the Court; namely, the conduct of fair, effective and expeditious prosecutions in accordance with the Rome Statute. It is responsible for giving legal guidance to investigators and litigating cases before the Chambers of all three judicial divisions, preparing all written submissions in briefs and other filings to the Chambers and participating in investigative and case- preparation activities in the Integrated Teams. Senior Trial Lawyers from the Prosecution Section are also entrusted with the task of leading the integrated teams and providing overall guidance on the investigation of cases, as well as leading trial teams before Chambers of the Court. The Appeals Section litigates all interlocutory and final appeals before the Appeals Chamber, prepares all applications for leave to appeal and responses to such applications filed by the defence and other parties before the Trial Chambers, drafts key trial filings, in particular those involving significant and novel international criminal law and procedural law issues, and also provides legal advice to teams in the Prosecution Section as well as to other sections of the Office.


Duties and Responsibilities
 

Under the supervision of the Senior Trial Lawyer, the incumbent performs the following functions: 

  • Provide legal advice and support to investigation teams by conducting relevant research;
  • Draft legal documents;
  • Analyse information and evidence in consultation with the Senior Trial Lawyer, in order to ensure that the Prosecutor’s disclosure obligations and obligation to equally investigate exonerating circumstances are met;
  • Prepare evidentiary materials for disclosure;
  • Assist the Senior Trial Lawyers in preparing for pre-trial and trial proceedings; 
  • Perform any other tasks as instructed by the Director of the Prosecution Division and the Senior Trial Lawyer, including in-court litigation tasks.

Essential Qualifications
 

Education:

Advanced University degree in law from a recognised university, preferably with specialisation in criminal, international, humanitarian or international criminal law. A first level university degree in combination with two years of qualifying experience is accepted in lieu of an advanced university degree.

Experience:

A minimum of two years of relevant working experience (four years with a first level university degree) including pre-trial preparation and litigation.

Knowledge of the security, military and political situation in Libya and/or Darfur is required.

Knowledge, Skills and Abilities:

  • Demonstrated experience in preparing or conducting complex legal cases;
  • Good oral advocacy and drafting skills;
  • Strong analytical and IT skills;
  • Demonstrated ability to work on a litigation team, preferably with members from different criminal justice systems;
  • Ability to work in a non-discriminatory manner, with respect for diversity;
  • Personal and professional integrity.

Knowledge of Languages:

Proficiency in either of the working languages of the Court, English or French, is essential. Ability to work in both English and French would be considered a strong asset. Working knowledge of Arabic language is highly desirable. Knowledge of another official language of the Court (Chinese, Russian, Spanish), would be considered an asset.
