ICMP’s Colombia Program

In the aftermath of half a century of conflict, Colombia faces a legacy of more than 85,000 cases of missing and disappeared persons. The inclusion of this issue in the Final Peace Agreement signed in November 2016 provides an exceptional opportunity to advance in the efforts to account for missing persons and to secure the rights of victims.

ICMP is mandated under the Peace Agreement to assist this process. It has identified the most important challenges and will support the Search Unit, families of the missing, civil society organizations and parties to the Peace Agreement in their efforts towards long-term peace and reconciliation. ICMP will work closely with its international and Colombian partners to make a positive and practical contribution to this process.

Position profile

Under the overall guidance and supervision of the Civil Society Initiatives Coordinator, the CSI Program Officer duties and responsibilities will include, but will not necessarily be limited to, the following:

  • Establishing and maintaining partnerships with representatives of family associations of persons disappeared regardless of the context (enforced disappearance, forced recruitment, kidnapping or any other forms)
  • Participating in the design and responsible for the implementation of outreach-related activities, ensuring adequate mainstreaming
  • Designing, organizing, and facilitating training for Civil Society Organizations (CSOs)
  • Managing and serving as focal point for project implementation and monitoring of small grants given by ICMP to CSOs
  • Organizing activities to promote the issue of the missing and joint collaboration with key stakeholders
  • Collaborating with ICMP Data Coordination Officer to facilitate and support the implementation of data partnership agreements with CSOs
  • Preparing internal and external proposals, reports and other materials for fundraising, grant management or implementation activity;
  • Other related duties as assigned.

Requirements

  • University education in fields related to Human Rights, Law, International Relations, Sociology or relevant area of study; a degree is highly desirable
  • Six years of related experience
  • At least three years of experience in an international organization within a similar role
  • Demonstrated understanding of legal, institutional and social issues related to the issue of the missing in Colombia
  • Knowledge of relevant actors including institutions, family associations, civil society organizations and affected communities
  • Demonstrated experience conducting missions, organizing large scale events and handling logistics
  • Excellent conceptual, analytical, documentation and presentation skills, including frequent report writing; and
  • Excellent planning and prioritization skills, strategic thinker
  • Understanding of and commitment to a rights-based approach to the issue of the missing
  • Excellent verbal presentation and advocacy skills
Additional information
  • Legally entitled to work in Colombia
  • Professional fluency in written and spoken English and Spanish
  • Ability to interact positively with colleagues regardless of culture, nationality, religion or gender
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
  • Willingness to travel and to work flexible hours including weekends and evenings
  • Capacity and willingness to work in sometimes challenging circumstances and under hardship living conditions

Benefits

In addition to an attractive base salary, this position is eligible for up to 8 weeks of paid time off each year and generous social security insurances.
