Organizational Setting
 
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
 
Reporting Lines
 
The National Operations Assistant will work under the overall guidance of the FAO Representative, the direct supervision of the
Assistant FAO Representative for Programme, and day to day guidance of the Normative Group Team Leader.
 
Technical Focus
 
Performs the operational support functions for projects of FAO Philippines.
 
Tasks and responsibilities
 
Under the overall supervision of the FAO Representative in the Philippines, the direct supervision of the Assistant FAO Representative for Programme, the National Operations Assistant will provide support in the management and implementation of the overall FAO PH Programme.
 
Specifically, the National Operations Assistant will carry out the following tasks\:
  • Provide support in the preparation and monitoring of Letters of Agreement (LoA),
  • Provide support in reviewing the request for Operational Cash Advances (OCA) before submitting to Administration. Ensure proper and timely submission of liquidation report , etc.;
  • Provide assistance in the use of relevant FAO systems-based tools  in project management; including the generation of Transaction Listing and Financials Statement
  • On procurement, lead the processing of Purchase Requisitions (PR) requests. Ensure quality review of the request (including project code used and specifications) and gather the quotations from suppliers. Maintain close coordination with the FAOPH Procurement Unit to monitor progress and ensure prompt delivery of procurement transactions;
  • Facilitate the recruitment of project staff, including preparation of Terms of Reference (TOR) and Vacancy Announcement (VA) post advertisement, short listing of applicants, preparation of interviews (schedule, interview kits and composition of panel) and preparation of endorsement for approval of the FAOR. Ensure consultation with the concerned Programme Staff and in close coordination with HR;
  • Support the maintenance and regular updating of the FAO PH Roster Database.
  • Coordinate and support missions from the FAO Regional Office for Asia and the Pacific (RAP) in Bangkok and FAO Headquarters (HQ) in Rome;
  • Participate in project monitoring by maintaining current registers and controlling tools on the status of projects at various stages;
  • Provide implementation support to the activities of the FAO Philippines Programme Unit, as necessary;
  • Monitor and ensure Programme Unit tasks are addressed and handled in a timely manner; and
  • Carry out any other relevant duties within his/her technical competence as may be requested by the FAO Representative. 

 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • University degree in Business Administration, Agribusiness Management or other related disciplines;
  • Three years or more of relevant and progressive experience in project operations
  • Working written and oral communication skills in English and Tagalog
  • National of Philippines

  • Relevant experience in field project operations in either emergency/rehabilitation and development assistance;

  • Computer literate and proficient in word processing and in spreadsheets (MS applications);
