BENEFITS ASSISTANT [Temporary]

Geneva (Switzerland)

Org. Setting and Reporting

This position is located in the Participation and Entitlements Section (PES) of the United Nations Joint Staff Pension Fund (UNJSPF), Geneva Office.

Responsibilities

Under the supervision of a Benefits Officer and the overall supervision of the Chief of the Participation and Entitlements Section, the incumbent will be responsible for the following duties:

1) Carries out administrative formalities necessary to admit into, maintain and separate staff members from the Pension Fund, makes calculations in respect of Pension Fund benefits, validations and estimates, and accounting records for payments executed by the Geneva Office;
2) Carries out calculations for all types of periodic pension benefits, Lump sums commutations, withdrawal, settlements, and residual settlements in the Integrated Pension Administration System (IPAS);
3) Analyses new staff members' files to determine participation rights, reviews all items opening potential entitlement in the Fund and obtains the information required to finalize cases from member organisations;
4) Enters eligible staff members in the Fund, screens each change affecting the participation and updates participants' records in the central Fund databases;
5) Calculates estimates of future benefit options as well as estimates in the IPAS system;
6) Calculates withdrawal/residual settlements, transfer of pension rights and all types of periodic pension benefits such as retirement, early retirement, disability, deferred retirement, survivors and related benefits in the IPAS system;
7) Provides information and answers queries from participants determining optimum separation dates;
8) Computerizes financial reports on contributions received from member organizations, ensures full reconciliation of data with Pension Fund records and regulations, and instructs member organizations for corrective actions;
9) Requests missing separation documents from participants and member organizations;
10) Carries out administrative preparation of separation files, determines entitlements, verifies contributory service, breaks in service, validation and restoration paid, part-time employment and other technical parameters having an impact on the pension benefit;
11) Determines, in accordance with the Fund Regulations and Administrative Rules, final entitlement components for monthly pension, lump sum, child benefits, adjustment for small pension, application of COLD (cost of living differential) factor, etc.; calculates amount payable in dollar and local currency (including local track pension benefits);
12) Prepares, upon approval from the Approving Officer, the computer or manual Payment Vouchers and maintains formal accounting and administrative documents for each payment executed by the Geneva Office subject to audit;
13) Enters payment instructions (amount and currency) in the IPAS system;
14) Drafts correspondence in French or English;
15) Can be called to participate in other tasks of the Section.

Education

High school diploma or equivalent.

Work Experience

A minimum of five (5) years of experience in employee benefits administration or related area is required.Three (3) years of experience in the United Nations common system is desirable. Experience in using transaction processing systems is desirable. Knowledge of an employee benefit scheme related to pension administration is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in one of the working languages of the UN Secretariat, English or French is required and knowledge of the other is also required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Special Notice

The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.

Any candidate from a member organization of the UNJSPF applying for this post is considered as an internal candidate provided he/she has been appointed through the appointment and promotion procedures applicable in his/her respective organization.

This position is available for a period of 364 days, with possibility of extension, while the incumbent on special leave.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Passing the United Nations Administrative Assessment Support Test (ASAT) at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, ICTY or the Global General Services Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.
