Purpose

The Biomed Purchaser is in charge of implementing the procurement strategy for Venezuela, in accordance with ICRC rules and regulations.

Accountabilities & Functional responsibilities

  • Be involved in the early definition of the health project’s needs, acts as a technical support to the requesters.
  • Participate in the elaboration and implementation of the ICRC’s strategic orientations for purchasing and supplying medical equipment in Venezuela and surrounding countries, under the supervision of the Lead Buyer.
  • Realize a regional market assessment for the medical equipment, and laboratory equipment. Benchmark the local/regional solutions with the standards supplied by GVA.
  • Realize a regional market assessment for the associated services linked to commissioning, repair and maintenances of the medical equipment.
  • Monitors the availability of goods and services in the regional market, develops and maintains the supplier master in the ERP (for registered and prospective suppliers).
  • Processes specific purchase orders and establishes contracts with suppliers, monitors deliveries to ensure that they comply with contracts, ensures that related information is made available in the ERP (product specifications, delivery and payment terms, and penalties).
  • Visit and assess suppliers, validate local purchases in collaboration with the biomedical engineer lead buyer
  • Takes part in creating a regional network of buyers for their product category with other organizations.
  • Ensure compliance with policies, strategies and processes.

  • Logistics Support Centre/Country Procurement Manager, Logistics Country Manager

Scope & Impact

  • Geographical remit: America
  • Is responsible for a purchase portfolio of up to Sfr 5 million

Relationships

  • Internally, interacts within the Health unit, the procurement team, other logistics staff and the biomedical engineer team.
  • Externally, interacts with a professional network of contacts in the region, e.g. suppliers and other companies, humanitarian organizations, trade-support institutions, etc.

Certifications / Education required

  • University degree in biomedical engineering or biomedical technician with professional experience.
  • Degree in procurement.
  • Computer proficiency, including knowledge of enterprise resource planning systems.
  • Good command of English and Spanish.

Professional Experience required

  • 6 years' experience in a technical field, including three years in procurement
  • Good understanding of humanitarian work an asset
     

Desired profile and skills

  • Strongly motivated by humanitarian work
  • Willing to travel, as there will be regular trips to surrounding countries
  • Able to work under pressure in a potentially dangerous environment

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC dœs not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
