Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive harm reduction and HIV/AIDS prevention and care, focusing on the high-risk groups of drug users (Kachin State), female sex workers and men having sex with men (Yangon area).
The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop-in centres, outreach activities including harm reduction, methadone substitution therapy) and care (Sexually Transmitted Infections (STI) diagnosis and treatment, HIV diagnosis and treatment, including antiretroviral (ARV)).
In Kachin, the project is implemented in 3 main sites (Myitkyina, Moegaung, Hopin). Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing and medical care for people living with HIV (STI, opportunistic infections, tuberculosis and ARV).
In Yangon, the project is implemented in one main site, with broad outreach activities. Current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services.

TASKS AND RESPONSIBILITIES :

Under the supervision of the deputy general coordinator, you are ensuring high quality grants and sub grants development, communication and reporting for MdM projects and partnerships.
More specifically, your responsibilities are to:

Grant management
-Develop and regularly update appropriate donor mapping including donors strategies and funding opportunities at national level
-Develop and update appropriate Grants Tracking Sheets and develop calendars for reports preparation
-Ensure adequate archiving of all grant files and institutional memory of grants and programmes
-Ensure grant coordination systems and processes are successfully implemented
-If requested, approach relevant donors for potential funding and attend to meetings with donors
-Support the team in the coordination and the writing of concept papers, projects propositions, narrative reports, working in close collaboration with the different departments and ensuring accurate and timely delivery to HQ, national authorities and donor agencies
-Make sure that all indicators are acceptable and target realistic
-Work in close collaboration with medical, logistic and finance departments, to ensure consistency among the different components of the reports
-Ensure that donors feedbacks and recommendations are considered in future programmes development and incorporated into MdM accountability & learning process

Compliance
-Maintain overview of all donor requirements, rules and regulations; ensure their good dissemination
-Undertake regular compliance review visits (MdM and partners) and produce recommendation-based reports

Partnership
-Support the coordination team in the writing of needed operational MoU or amendments
-Support the preparation or review of MoU between MdM France and other MdM chapters
-Support MdM teams in assessing partnership opportunities, ensuring they can meet MdM strategic and compliance requirements
-Follow up and ensure that MdM partners are following grants requirements and recommendations from regular internal and external M&E activities

CONDITIONS OF EMPLOYMENT :

Starting date: as soon as possible
Contract: International Solidarity Volunteering (VSI = French Volunteer contract)
6 months
915 euros / month + perdiem of 559 euros

SKILLS & EXPERIENCE NEEDED :

Master's degree in project management and/or humanitarian, political science or international relations, public health is an asset
Demonstrated experience of coordinating and preparing strong narrative reports for a variety of donors
Understanding of donor compliance, especially for Global Fund, USAID, AFD, EUROPEAID
Experience in humanitarian and development context highly appreciated
Languages: English compulsory
French is an asset

Good personal organizational skills, including time management, and ability to meet deadlines as well as working under pressure
Capacity to take initiatives to changing requirements
