Data Manager

Geneva (Switzerland)


The mission of the Entomology and Vector Control (EVC) unit is to support optimal use of resources for malaria vector control by WHO Member States through key activities including to\: a) Support generation and reporting of data related to malaria vectors and interventions; b) Develop or revise evidence-based policy recommendations and programmatic guidance on vector surveillance and control, including for new tools; and c) Support timely dissemination of vector surveillance and control guidance and contribute to its implementation through technical support and capacity building activities based on identified priorities.


Under the direct supervision of the Coordinator, Entomology and Vector Control (EVC), Global Malaria Programme (GMP), the incumbent will\:

Monitor the status of insecticide resistance in malaria vectors globally by coordinating data collation and managing the WHO Global Database on Insecticide Resistance in Malaria Vectors.
Manage global data related to vector control interventions and entomological indicators.
Support the development and update of WHO's global guidance on entomological surveillance and monitoring and evaluation of vector control tools and interventions, such as the WHO Test procedures for Insecticide resistance monitoring in malaria vector mosquitoes or guidelines for evaluation of vector control tools; 
Manage updates to, and maintenance of, the Malaria Threats Map in coordination with relevant GMP technical units;
Manage the development, piloting and roll-out of a DHIS-2 entomology and vector control module in conjunction with regional offices and the GMP Surveillance team;
Produce status updates on vector surveillance and control for the World Malaria Report, the Global report on insecticide resistance in malaria vectors and, otherwise, upon request, such as through the production of high-quality reports, presentations or data summaries;
Contribute to technical assistance and capacity building activities for malaria entomology and vector control in line with WHO guidance and strategies (i.e. GVCR 2017-2030, Global Technical Strategy for Malaria 2016-2030), including the development of training materials. 
Under the guidance of Coordinator, Drug Efficacy and Response (DER), Global Malaria Programme (GMP), the incumbent will\:
To maintain updated the WHO database on drug resistance, including compiling, and inserting the available data into the database and providing epidemiological and programmatic information on malaria control;
To develop a standard methodology for reporting of countries' epidemiological data on antimalarial drug efficacy and drug resistance and present them in an adequate format to be used in the World Malaria Report and in Malaria Threat Maps.



Essential\: A University degree (ideally at MA level) in entomology, public health or international health from a recognized university.

Desirable\: Degree or postgraduate training in public health, epidemiology,mathematical modelling and/or economics.


Essential\: A minimum of 5 years of experience in managing and/or performing routine surveillance or operational research on malaria vectors in an endemic-country setting. Demonstrated experience managing and analyzing large datasets of vector information. Proven experience in delivering trainings or providing technical support on entomology and vector control to Ministries of Health and scientific partners.

Desirable\: Experience of being based in one or more malaria endemic county/countries. Publications on vector control in international peer-reviewed journals. Experience in developing global guidance documents. Experience in monitoring global indicators. Experience coordinate or supervising development of websites and/or online portals.


Good knowledge of WHO guidance on resistance monitoring in anopheline mosquitoes, WHO's guidance on entomological surveillance and WHO's guidelines on vector control. Good understanding of vector control issues, including measurement of vector control coverage and insecticide resistance monitoring and management. Proven ability to manage vector surveillance data. Advanced knowledge of DHIS-2 as demonstrated through prior work on DHIS-2 architectural design. Advanced IT skills including programming, data and database management. Demonstrated project coordination and management skills. Demonstrated ability to understand and write technical reports, strategies and/or project proposals. English editing, proof-reading skills, including keen attention to detail Willingness and ability to take responsibility; self-starter, self-motivated, self-manager, including ability to demonstrate initiative and work on her/his own after instructions from supervisors. Ability to multi-task effectively and prioritize workload to meet deadlines, in a pressured environment with competing demands and high expectations. Ability to identify key issues, anticipate risks and alert management with proposed recommendations. Excellent interpersonal skills, including integrity, good judgment and diplomacy, including proven ability to promote consensus. Proven ability to work as a member of a team and to maintain working relationships in a multicultural environment.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3603 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
