Your team

Within the Directorate Maastricht Upper Area Control Centre,  the Maastricht Operational Systems Service ensures that operational requirements from internal and external users are aligned with the MUAC operational concept and with the MUAC strategy and decisions of operational and technical nature.

Your role

Your role will be to:



  • anticipate customers’ needs by putting to use their strong knowledge of future ATFCM operational tools;

  • steer Ops users (mainly ATCO supervisors and experts in the Capacity Team) in establishing user requirements (business and task analysis, creative thinking);

  • develop an innovative future ATFCM concept and provide expert advice to the ATC to ATM (A2A) Programme Board;

  • translate user requirements into technical specifications for new and existing ATFCM tools;

  • steer a team of developers and coordinate with Team Leaders and System Architects in Engineering (and Network Manager) representing the operational perspective;

  • organise validation of developed tools against specifications and concepts and present validation reports to the Programme Board;

  • ensure that the User Group adheres to the new ATM/ATFCM concept;

  • deliver expert content for training material and draft technical working documents for OPS users;

  • produce the Human Factors case and contribute to the Safety Case for new tools or changes to tools;

  • perform any other tasks in line with the main purpose of the job.


Required qualifications, experience & competencies


  • Completed university studies of at least 3 years in a relevant field or professional training of an equivalent level.

  • In addition to the above, minimum 1 year(s) of relevant working experience.

  • Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.

  • Experience in ATM/ATC technical systems and infrastructure.

  • Experience in writing functional specifications and assessing technological proposals including functional, qualitative and cost aspects.

  • Knowledge of ATM/ATFCM system architecture, constituents, interfaces and functionalities.

  • Knowledge of Safety Management Systems and techniques related to technical systems.

  • Communication: adapts communication to different situations and audiences.

  • Customer focus: adapts services to respond to customer needs.

  • Influencing: tailors style and approach to impact others.

  • Strategic focus: aligns actions to strategy.

  • Leading: implements direction.

  • Ability to work in a multinational and multicultural environment.

  • The working languages of the Agency are English and French. For this particular post, thorough knowledge of English (written/oral) is required.

Useful information


  • Applications will be accepted from nationals of EUROCONTROL Member States only. At the closing date of the notice of competition, internal candidates must have completed their probationary period.

  • If an external candidate is selected, he/she will be offered an appointment for an undetermined period. Before being established in the post, the external candidate will be required to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.

  • This post entails management activities. Established staff members will therefore have to serve a probationary period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected.

  • The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
