Org. Setting and Reporting

This position is located in the United Nations Development Coordination Office (UNDCO). The incumbent reports to the Chief of the Partnerships Section in the Policy and Programming Branch.

Responsibilities

Within delegated authority, the Development Coordination Officer (International Financial Institutions (IFIs)) is responsible for the following:
•Advises the Chief of Section and the Chief of Branch on strategies for partnerships with IFIs.
•Analyses trends in Official Development Assistance (ODA); monitors developments with respect to UN partnerships with International Financial Institutions (IFIs) in support of the implementation of the 2030 Agenda.
•Establishes close functional relationships with IFIs to ensure that DCO is effectively positioned to keep abreast of and input into policy and other programmatic initiatives;
•Provides technical support to the UNSDG Chair, Vice-Chair and DCO Director to enhance their engagement with IFIs.
•Facilitates the work of relevant UNSDG working mechanisms on UNSDG/RC System partnerships with IFIs.
•Develops partnerships with the World Bank and other IFIs in support of the work of RCs and UNCTs to implement of the 2030 Agenda.
•Serves as UNDCO focal point for the WB-UN partnership agreement and the Humanitarian-Development-Peace Platform (HDPP).
•Closely liaises with DCO Regional Desks to ensure effective support to RCs and UNCTs on field-level partnership engagements with IFIs; contributes to an effective policy-field feedback loop that contributes to knowledge sharing and informs UNSDG policies and guidance.
•Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning, etc.
•Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other financial organizations, donors, etc.; ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
•Organizes and participates in working groups, meetings, conferences, consultations with other agencies and partners on IFI-related matters.
•Participates in planning and preparation of Section budgets and work programmes if necessary.
•Provides leadership and direction to assigned work team; mentees and supervises the work of junior officers.

Education

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in international relations and development at national and international levels.
A minimum of two years of experience in development policy is required.
A minimum of two years of experience in inter-agency coordination is required.
A minimum of two years of experience promoting cooperation between international development and financial institutions is required.
A minimum of two years of experience developing and implementing programmes in a multilateral or bilateral context is required.
Experience in the support of Resident Coordinator System or comparable international organization at the regional level on resource mobilization issues is desirable.
Experience in analyzing key trends in strategic financing and initiatives of IFIs is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is an advantage.

Special Notice
