Background

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

 
 
 
 
Tasks and Responsibilities

Supervised by the Senior Programme Officer, Energy Security, and under the guidance of the Deputy Co-ordinator / Head, Environmental Activities, the Associate Energy Security Officer supports the energy security activities of the Office of the Co-ordinator of Economic and Environmental Affairs in the areas of strategic dialogue on energy security, renewable energy and energy efficiency as a contribution towards energy security, protection of critical energy networks from natural and man-made disasters and other aspects of energy security.

Specifically, the incumbent will be responsible for the following:

  1. Supporting and assisting to co-ordinate OSCE activities in relation to economic and environmental aspects of energy security, in particular in promoting a strategic energy security dialogue, renewable energy, energy efficiency, the protection of critical energy networks from natural and man-made disasters and energy related aspects of disaster risk reduction and mitigation;
  2. Monitoring and expediting programme implementation through discussions and correspondence with counterparts in the missions, field visits, and analysis of project progress; researching, formulating, developing and managing regional project activities intended to mitigate threats to energy security within her/his area of responsibility;
  3. Supporting the Senior Programme Officer in identifying and disseminating information on energy security issues and experience, and in conceptualizing and preparing an annual work programme for the Unit; reporting on ongoing/planned project activities, as required, to the Senior Programme Officer, Energy Security, the Deputy Co-ordinator/Head, Environmental Activities, the Co-ordinator, the Chairmanship-in-Office, and the Economic and Environmental Committee;
  4. Supporting the current and the incoming OSCE Chairmanship in developing energy security topics, in particular on the protection of critical energy networks and broader energy security topics in the context of OSCE activities;
  5. Providing information on the activities of the Office of the Co-ordinator and the type of programmes to be perused in these areas; advising on relevant stakeholder groups to be targeted for such activities; and providing information about related activities of other international organizations, International Financing Institutions, non-governmental organizations, sub-regional initiatives and business organizations; 
  6. Preparing contributions on current and future activities in energy security for the OCEEA annual programme and budget, the OCEEA annual Activity Report and the OSCE Annual Report;
  7. Assisting in organizing meetings, technical seminars, and conferences; developing agenda items, work programmes, background papers, speeches for and reports on conferences, seminars, workshops, training courses; overseeing partner co-ordination and other activities;
  8. Assisting in fund raising for projects and maintaining relations with funding sources; participating in negotiating and drafting agreements with donors and partners;
  9. Supporting to establish and maintain working relations with key partners; participating in the negotiation of partnership agreement; 
  10. Carrying out other duties as assigned.

Necessary Qualifications
  • First-level university degree in economics and/or business administration, law, natural sciences or international relations, preferably with a focus on energy;
  • A minimum of four years of professional experience, with some experience at the international level;
  • Work experience in successfully producing briefing materials, speech writing and project development;
  • Professional fluency in English with excellent drafting and communication skills; professional fluency in Russian is highly desirable;
  • In depth knowledge of the OSCEs work and mandate in the economic and environmental dimension, with an emphasis on environmental affairs, including energy security;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; 
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Ability to operate Windows applications, including word processing and email.
