VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located in the Department of Agri-Business Development (PTC/AGR), which provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.

PROJECT CONTEXT The United Nations Industrial Development Organization is implementing a project on “Employment and Entrepreneurship Development for Migrant Youth, Refugees, Asylum Seekers and Host Communities (EEDK-RDDP)”in Khartoum State of Sudan. The specific objective of the project is to enhance employment opportunities and stimulate entrepreneurship for unemployed youth including migrants, refugees, asylum seekers and host communities in the Khartoum State. This project is being executed by UNIDO and implemented in partnership with the four existing vocational training and entrepreneurship employment centres (VTECs) in Khartoum State, in collaboration with the GoS, the private sector and other stakeholders as part of the European Union funded Regional Development and Protection Programme (RDPP) in the Horn of Africa which has been set up to address some of the protection and development challenges related to forced and protracted displacement funded by the. The overall purpose of the UNIDO action under RDPP is to support the Government of the Sudan (GoS) to create an evidence-based, innovative and sustainable development and protection solution for refugees and host communities, hence providing development alternatives to irregular primary and secondary movement. Main Functions

Under the overall direction of UNIDO Project Manager at HQ, and under the direct supervision of the Chief Technical Advisor, the Communication Specialist will be responsible for enhancing the visibility of the project. He/she will design comprehensive communication strategy in line with the Joint Visibility Guidelines for the EU-UN action in the field and Communication and Visibility in EU-financed external actions- Requirements for implementing partners (2018) and in close cooperation with the EU Delegation in Sudan, in particular the Project Manager and Press and Information Officers of the EU. He/she will produce communication and visibility products in compliance with the Financial and Administrative Framework Agreement between the European Community and United Nations consolidated version in force since February 2014. He/she will also prepare detail communication plan and additional visibility materials related to the project. He/she is expected to accomplish the following duties and tasks: - Review the draft communication and visibility plan and prepare more detailed communication and visibility strategy and milestones; - Prepare advocacy and promotional messages for different target groups to be disseminated through traditional communication tools and social media; - Design written, pictorial and web-based communication and visibility products; - Establishing a mechanism for awareness creation and facets and progress of programme implementation in local and international media; - Undertake any duties as required by the project

Minimum Requirements

Education

Advanced university degree in Media and Communication, Journalism, Public Relations, ICT or any other relevant subject.

Languages

Fluency in written and spoken English is required.

Computer Skills

Field of Expertise

A minimum of five (05) years (of which at least one at the international level) of relevant experience in the field of media/communication and visibility of international projects/programmes as well as organizations, promotion of achieved results as well as public relations. Professional experience within the UN system, Donor community and/or consultancy companies are considered an asset. ICT skills are essential.
