OBJECTIVES OF THE PROGRAMME

Division Mandate\: Health Systems

To support countries to attain universal coverage of health services for better and equitable health outcomes. Health systems act as the foundation that both underpins and unifies public health efforts aimed at combating diseases and building healthy communities in an efficient and equitable manner, especially for high priority, excluded and underserved population groups. A strong health system foundation enables effectiveness of individual programmes and efficient use of shared system resources for all programmes. In addition, it also promotes community empowerment and participatory governance as means of integrating equity-enhancing and rights-based approaches as well as addressing the social determinants of health.

 

Unit Mandates\: Essential Medicines and Technologies (EMT)

To support Member States to develop and implement policies, regulatory and financing mechanisms that ensure equitable access to effective and safe medical products and technologies of assured quality and their rational use by prescribers and consumers.

 

Country Context\:

The China WHO Country Office helps China to develop and strengthen regulatory capacity to ensure quality medical products and to promote capacity for prequalification efforts for vaccines, drugs, and devices.  Collaboration with NMPA is also aimed at strengthening regulatory capacity for the Government of China  to play a more relevant role in global governance of health commodities with a focus to maximize health benefits as part of the Belt and Road Initiative.  

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator, Health Systems and Health Security, and overall guidance of the Head of WHO Country Office (HWO) in China, the incumbent will provide strategic and technical support to the National Medical Products Administration (NMPA) and its affiliated institutions to ensure that all health products and technologies are and remain of assured quality.

 

Specific roles to be undertaken within this job\:

Apply strong analytical and policy skills to assist NMPA to become a mature regulatory authority and so be recognized as a WHO listed authority by WHO and be engaged in global governance of health commodities.

 

Accelerating NMPA's capacity improvement to become an advanced international regulator\:

--> Lead in the development of strategic partnership with NMPA for the utilization of the WHO benchmarking tool for medical products and identify areas for improvement building upon existing national system strengths.

--> Provide relevant strategic advice to overcome bottlenecks and align WHO's mandate to accelerate regulatory capacity with the Government of China priorities to strengthen the regulatory system.

--> Assist in the gap analysis of the regulatory system.

 

Capacity-building to raise and/or sustain regulatory capacity\:

--> Lead in the implementation of appropriate capacity- building activities aimed at strengthening China's regulatory capacity for health products and technologies as per the endorsed road map and/or Institutional Development Plan (IDP).

--> Provide support in the implementation of the roadmap and IDP in WHO critical areas such as registration, inspections, pharmacovigilance, and laboratory testing, good clinical practices, clinical trials and licensing, among others.

 

Building NMPA's role in global governance of health commodities\:

--> Develop a strategic collaboration with NMPA to maximize the role that the regulator should play to ensure global supply of quality assured health commodities and support local production in third countries with a particular focus in Africa, as part of the Belt and Road Initiative (BRI) investment. To facilitate collaboration with other national regulatory authorities in relevant countries to promote supply of health commodities and local production in line with WHO recommended policies and best practices.

--> To assist in the promotion of WHO prequalification for all health products of interest to WHO.

 

Accessing affordable and rational use of health commodities\:

--> Lead efforts to ensure affordable access to health commodities in close collaboration with the health financing and service delivery technical staffs including regulatory and normative aspects such as registration, Health Technological Assessment, inclusion in the essential list of medicine and relevant financial mechanisms to ensure rational and affordable use of relevant medical products.

 

Other roles\:

--> Support the work related to China's global role on regulatory, and access to medicines and local production, as part of the strategic global health partnership between WHO and China.

--> Work in a matrix management structure to maximize opportunities across all appropriate teams in the Country Office. Develop timely and routine progress reports for relevant technical areas and donors or upon request from supervisor.

--> Provide technical support to NMPA as needed.

--> Perform any other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in medical sciences or related pharmacology sciences, public health,or in related regulatory sciences with postgraduate degree (master's level or above) in management, health science or related sciences.


Desirable\: Specialization in medical products regulation and/or good manufacturing practices of health products. • Training in planning and project management
.

Experience

Essential\: Minimum of 10 years working experience in strengthening national regulations on medicine or medical products of with at least 5 years at the international level.


Desirable\: At least 5 to 7 years' experience in the field of medicines or medical products regulation or public health in developing country setting. Experience in one or more specific areas such as marketing authorization, licensing, laboratory testing, pharmacovigilance, oversight of clinical trials, regulatory inspections, regulatory systems, Good Clinical Practice inspections and quality management system. Experience on health technological assessment and normative pathways to ensure affordable access and rational use of medical products. Experience in WHO or in the UN setting would be an asset.

Skills

--> Knowledge and strong experiences in health product regulation and/or health product production obtained through a mix of education and working experience including non-institutional/formal training with evidence through peer feedback.

--> Knowledge of biologicals and/or infectious diseases or and vaccines/immunization.

--> Knowledge of WHO prequalification procedure and/or National Regulatory Authority (NRA) assessment procedures would be an asset.

--> Substantial experiences in all aspects of project management and development. Ability to design, evaluate and monitor a project and activities. Experience in managing and monitoring NRA strengthening activities is an asset.

--> Ability to draft in English, edit scientific publications, articles or progress reports. Experience in publishing press release is an asset.

--> Excellent interpersonal, negotiating and communication skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 87,108 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4319 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
