Organizational Setting
 
 
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
 
The project “TCP/PHI/3601\: National Food Consumption Quantification Study” aims to formulate the Food Production Strategy that will specifically identify policy and program recommendations towards achieving food and nutrition security as embodied in SDG Goal 2\: End hunger, achieve food security and improved nutrition and promote sustainable agriculture. This initiative is made possible in partnership with the Department of Agriculture, and in collaboration with the Philippine Statistics Authority (PSA), Food and Nutrition Research Institute (FNRI), National Nutrition Council (NNC) and Philippine Statistical Research and Training Institute (PSRTI).
 
This study will primarily provide the Department of Agriculture with the updated data and enhanced analysis on major food consumption patterns of Filipinos, and the country’s current production of major commodities. It will also contribute to the Department’s formulation of plans and programs that are responsive to the needs of the people particularly in projecting the volume of food needed in the future to support the growing population. Further, this study hopes to provide the rational to harmonize food security and nutrition invention programs. The main outputs of the study are\: (1) Food Production Strategy; (2) Case Studies; (3) Capacitated national staff; and (4) Web-based information system.
 
The MIS specialist to be  assigned in the Department of Agriculture shall assist the Department of Agriculture in the development of the web-based information system. 
 
 
Reporting Lines
 
The MIS Specialist will be under the overall supervision of the FAO Representative in the Philippines, the direct supervision of the Assistant FAO for Programme, and day to day guidance of the National Project Development and Coordination Specialist.
 
Technical Focus
 
The MIS Specialist will provide technical support to the Department of Agriculture in the creation of a functioning web-based application. The MIS Specialist will be responsible for the development of system documentations (training manuals, software requirements and specifications, software design specifications, and other pertinent documents).


 

Tasks and responsibilities
 
    • Gather and define specifications and requirements based on technical needs;
       
    • Study the business process and gather the necessary inputs to come up with the system design.
       
    • Prepare, finalize and compile all system documentations such as the Software Requirements Specification, Software Design Specifications, source codes, other pertinent documents
       
    • Develop the system based on the design specifications. The documentation must be updated for any deviations from the design.
       
    • Create test cases and performs systems test to validate the results before the User’s Acceptance Tests
       
    • Deploy the system in coordination with the Department of Agriculture.
       
    • Conduct User Acceptance Tests and User’s training
       
    • Prepare training designs, manuals, and conducts user’s training
       
    • Peer mentoring during the system development to the Department of Agriculture counterpart
       
    • Maintain the system during the duration of the project
       
    • Knowledge transfer to the personnel of the Department of Agriculture
       
    • Provide technical support in coordination with the Department of Agriculture
       
    • Carry out any other relevant duties within his/her technical competence as may be requested by FAO

Minimum Requirements
 
  • National of Philippines;
     
  • Bachelor’s Degree in Information Management, Information Technology and other relevant degrees;
  • Minimum of 5 years relevant experience in System Development;
  • Must have finished similar projects in the last 5 years;
  • Working knowledge (Level C) of English.
