The NRC Lebanon Education Programme supports Syrian refugee and vulnerable Lebanese and Palestinian children (aged 4-15) to enjoy their right to education and achieve their full potential, through provision of quality, accessible, age and level appropriate non-formal education services to out-of-school children (OOSC) and children at risk of dropping out of the formal system. NRC intervention is aligned with the Ministry of Education and Higher Education (MEHE) National Strategy addressing the Syrian crisis, Reaching All Children with Education (RACE-II) strategy and with the Lebanon Crisis Response Plan (LCRP), the main strategic document guiding the response in Lebanon.

The Education Adviser is responsible for the provision of technical support and guidance on Non-Formal Education (NFE) programmes curricula, teachers training and professional development, and for the implementation of NRC psychosocial approach within its programme as well as by supporting its institutionalization within MEHE and UNRWA. The position is also responsible for the roll out of Protection against sexual exploitation and abuse (PSEA) guidance and integration of Child Protection elements in education programming and training modules.

Generic Responsibilities:

  1. Contribute to the development of the NRC Education strategy; initiate and participate in the development of Education projects.
  2. Contribute to fundraising, coordinate and support drafting of proposals, budgets and donor reports.
  3. Develop assessments, baselines and evaluation tools and monitoring dashboards in collaboration with the Monitoring and Evaluation team.
  4. Contribute to needs assessments including protection risks and needs, in order to ensure evidence based and community driven programming.
  5. Build the capacity of education field technical staff, and transfer key skills through mentoring and on-the-job training.
  6. Support the Education Specialist in representing NRC in relevant forums/coordination mechanism, including with national authorities and donors.
  7. Ensure adherence to NRC policies and donor requirements.
  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

 Specific Responsibilities

  • Provide technical support and guidance on curriculum development and revision component, teachers’ professional development, and other technical aspects as per country and programme strategy, proposals and plans – this includes the development and finalization materials as required for quality programming.
  • Be responsible for the teacher and educators’ professional development strategy based on existing external evidence, good practice, and internal lessons learnt. Identify the specific areas of professional development competencies needed at field level.  Develop and adapt existing materials in Arabic based on existing external evidence, good practice, and internal lessons learnt.
  • Support the Specialist in providing technical support and capacity building for all Education project staff.
  • Support in the follow up on compliance with protection mainstreaming in education, (i.e. revise and approve training material, technically support the child protection technical officers, etc.), and for providing recommendations to Area Managers, Project Managers, and Coordinators to achieve safe programming in Education.
  • Lead the development and revision of needed curricula to meet the needs of children and youth in Lebanon while ensuring that curricula are in in accordance with national and international norms and standards and they fall within MEHE guidelines, strategy, and framework. Develop new curricula or revise existing curricula in Arabic, French, and English to be in alignment with both the programmatic measures advised by the Education Specialist for safe, quality education and the MEHE requirements
  • Lead and guide the technical team in the development, adaptation, and delivering of training modules for trainers and teachers based on identified available resources (both internal and external). Develop training modules in Arabic, English, and French to be used in professional development activities
  • Provide guidance on technical specifications of resources, equipment, and teaching aids required for implementation of various educational programmes.
  • Ensure learning assessment tools are in place and the relevant analyses are conducted at field level.
  • Support in the overview and follow up of BLP institutionalization both internally at the regional level as well as with identified national education actors.
  • Lead the adaptation of BLP contents to the Lebanon context, together with MEHE, Center for Educational Research and Development (CERD), and the technical expertise and the University of Tromso. An adaption of BLP 1 and BLP 2 for all students within the confines of the feasibility to implement the programme inside classrooms for all students
  • Collect good practices, lesson learnt, and recommendations on BLP implementation in Lebanon.
  • Liaise with the Protection Adviser and Coordinators to ensure Child Safeguarding and PSEA guidelines and training package are available and delivered to Education staff and external contractors in a timely fashion.

  • Minimum 5 years of experience in a senior-level project implementation position or project technical support position within education
  • Experience in supporting national stakeholders (MEHE, UNRWA) is a plus

  • Fluency in English, both written and verbal
  • Fluency in Arabic, both written and verbal
