Technical Monitoring Officer/Camera Operator

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

The general minimum requirements for working in this field of expertise are:

• Demonstrable organizational skills
• Proven ability to communicate effectively, both orally and in writing
• Demonstrable interpersonal skills and documented experience in negotiations
• Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
• Negotiating experience, preferably in the area of monitoring operations and/or related activities

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in relevant field(s); certified training course is desirable

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

Additionally, this particular post has specific requirements:

Mandatory:

• Minimum two years of relevant professional experience in any of the following fields: military, police, government or international/multilateral organizations in a field environment;
• Minimum one year of experience in any of the following: military, police, government or international/multilateral organization operations or monitoring centre, database management, imagery analysis, information management, ICT or geospatial analysis (preferably ArcGIS);
• Ability to draft descriptive daily reports and populate logbooks with data on events monitored or observed;
• Ability to spend significant amount of time focusing on and monitoring split view camera screens;
• Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
• Possession of a valid automobile driving license and ability to drive using manual transmission;
• Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
• Ability to cope with physical hardship and willingness to work extra hours and long night shifts; proven resilience to high stress environments;
• Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Ability to assess the situation and react rapidly, as well as to adjust and cope with changing tasks and priorities;
• Ability to co-operate effectively with supervisors and colleagues with diverse experiences and backgrounds;
• Computer proficiency in text processing, spreadsheet software, Windows applications and email use.

Desirable:

• Possession of a valid automobile 'Class C' driving license;
• Experience in off-road driving;
• Working knowledge of Ukrainian and/or Russian language(s);
• Experience in working in an international environment;
• Experience in working in Eastern Europe and/or knowledge of the region;
• Experience in the monitoring of ceasefire regimes and/or the identification of weapons systems and their effects;
• Experience in drafting thorough and concise reports.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

In order to effectively use, manage and store information received from technical monitoring means, the SMM has created a Technical Monitoring Centre (TMC) in Kyiv, under the direction and supervision of the Operations Unit. Live feeds from SMM technical monitoring systems including cameras will be transmitted to the TMC, for 24/7 monitoring and recording of Minsk agreements violations, and development of real time situational awareness and a common operating picture for the Mission.

With the overall guidance of the Chief of the TMC and direct supervision of the Deputy Chief of the TMC, under this job you will be responsible for:

1. Monitoring the general security situation in the area of operations focusing on ceasefire violations, presence of weapon systems, armed formations, artillery/mortar impacts, military facilities and conflict-related damage to infrastructure, including road and rail networks in the conflict zone of eastern Ukraine, by using remote technological means;
2. Operating thermal imaging and daylight cameras from a remote location, tracking events and activities and logging observations;
3. Processing, compiling and drafting reports of relevant information collected using different sensors;
4. Assisting with co-ordination/maintenance of monitoring equipment, tracking functionality of systems, performing firstline trouble-shooting and minor repairs and co-ordinating technical and maintenance issues with relevant source of support;
5. Maintaining a high level of professionalism and displaying strict adherence to the OSCE Code of Conduct and the wider organizational regulatory framework at all times;
6. Performing duties in a timely, precise and professional manner showing resilience and flexibility in a potentially hazardous and challenging working environment;
7. Contributing to the work of the Technical Monitoring Centre;
8. Performing other duties as assigned.

The incumbent should be prepared to work day/evening/night periods on a 24/7 shift rotation.
