Medical Officer (NCD)
OBJECTIVES OF THE PROGRAMMEThe WHO's country cooperation and its collaborative programme for strengthening health systems in Nepal draws on the Organization's convening role, institutional capacity and technical expertise and country office's capacity for the day to day follow-up and process management of the policy dialogue. The objective of this position is to promote and support the Government of Nepal in strengthening the prevention and control of NCDs, injury, blindness and deafness, and promotion of mental health in support of national health development. More specifically, to promote and foster the development and implementation of national legislations, policies, strategies, plans and programmes including evidence based decisions/practices in order to respond appropriately to the rise in injuries and chronic NCDs with special attention to the risk factors.
DESCRIPTION OF DUTIES
Under the overall guidance of the WHO Representative and the supervision of Public Health Administrator (PHA), the incumbent provides technical assistance to the national authorities and programme delivery collaborators, namely\:
1. Provide necessary technical assistance in the revision and updating national multi-sectoral action plan, NCD policy and strategies, planning, implementation, monitoring and evaluation, training, epidemiological surveys and research;
2. Supervise and review the NCD progress in the work plan and provide the necessary technical support, recommendations and steps for effective and efficient implementation of NCD activities in the annual operational plan (AOP);
3. Initiate the development of appropriate and sustainable interventions to help achieve the national goals and targets for prevention and control of NCDs through primary health care and integrate evidence based NCD interventions ("best buys") as part of the UHC plans and strategies;
4. Coordinate, engage and advocate for change in sectors and stakeholders beyond health (e.g. education, transportation, environment, industry); coordinate activities with overlapping focus areas (e.g. Tobacco-Free Initiative, Nutrition, Health Promotion); and integrate intervention strategies to achieve a number of health outcomes (e.g. childhood obesity and oral health, through interventions in schools);
5. Initiate and formulate the development of the NCD registry and injury surveillance database;
6. Develop/align curriculum of school, nursing and medical education to contribute to public awareness in general and professional development of health manpower on NCD and injury prevention; and mental health promotion including substance abuse, in conjunction with Human Resources for Health (HRH) approaches;
7. Facilitate coordination and networking of relevant partners/programmes, and providing technical support to UN and other agencies/organizations to strengthen partnerships for NCD control and injury prevention;
8. Develop, sharpen and broaden the communication strategies for effective advocacy and awareness raising campaigns against tobacco and other lifestyle factors encompassing NCDs;
9. Mobilize resources from various sources for sustainable funding of tobacco control, mental health, health promotion and NCD prevention programmes;
10. Perform any other duties assigned by the WHO supervisor.
11. Submit an assignment report at the end of the assignment (mandatory).
EducationEssential\: University degree in medicine and a Master's degree in public health or other relevant areas related to NCDs.
Desirable\: Advanced level training on NCD prevention. Doctoral degree in public health or epidemiology with major work (e.g., dissertation) on NCDs.
Essential\: At least seven (7) years of experience, some of which should have been obtained in an international context, preferably in a developing country, on integrated NCD prevention and control, policy and strategy development work on NCDs.
(a)Experience in writing proposals and reports;
(b)Programme experience in community-based health programme development and management; especially with regard to Noncommunicable diseases;
(c) Experience in NCD registries (e.g. cancer registry);
(d) Experience in mass media campaigns and/or behaviour-change programs.
1. Technical and managerial competence in prevention and control of NCD and injury, and promotion of mental health.
2.Knowledge and experience in NCD control with special focus to risk factor approach.
3.Skills in planning, training, monitoring, and evaluation of interventions, and in development of locally-adapted tools and instruments.
4.Skills in formulation of legislations, policies, strategies and action plans for chronic disease control.
5.Technical expertise; Overall attitude at work are also required mandatory competencies.

REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1519 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
