Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

UNOPS Myanmar has been selected by International Fund for Agricultural Development (IFAD) and the Ministry of Agriculture, Livestock and Irrigation (MOALI) to provide “Project Management and Technical Assistance” for the implementation of Eastern States Agri-business Project (ESAP) which is financed by IFAD and implemented by IWUMD. The project’s goal is to improve the economic status of poor rural women and men in selected areas of Kayin and Shan states. Its objective is to increase the incomes of smallholder and agroforestry households in these areas in an environmentally sustainable manner. It will promote commercial smallholder agriculture linked to agribusiness, improve living standards of the rural communities, and reverse the environmental degradation. Economic benefits will be generated for 62,400 households consisting of 315,000 people of Karen, Shan, Paoh, Inn and Mon ethnic groups.

The Project components are (1) Strategic Investment (2) Enabling Investment and (3) Project Management. Under the Strategic Investment Component, there are two sub components namely Land Development and Agro-forestry. Under the Enabling Investment Component, there are two sub components namely Investment in Knowledge and Micro Finance Services. The lead project implementing agency is the Irrigation and Water Utilization Management Department (IWUMD) of the Ministry of Agriculture Livestock and Irrigation (MOALI) Myanmar. The Project Implementation cooperating agencies are the Department of Agriculture (DOA), Department of Rural Development (DRD), Department of Agriculture Land Management and Statistic (DALMS), Department of Agricultural Mechanization (DAM), Department of the Agriculture Research (DAR) under the Ministry of Agriculture Livestock and Irrigation. ESAP Project Coordination Unit (PCU) is located in Naypyitaw while the Project Implementation Offices (PIOs) are located in Taunggyi (Shan State) and Pha-An (Kayin State).The total project cost is USD 65.2 million over a six-year implementation period.

The Project Analysts will be assigned to the State Project Implementation Offices (PIOs). Under the guidance of the Project management advisor, S/he is responsible to make sure that all project personals and stakeholders understand the project objectives, project operation guidelines, smooth project operation, efficient project performance and eventually achieve the project objectives substantially.

Functional Responsibilities

The Project Analyst is responsible for all aspects of the project life cycle at the state level. S/he must be able to apply, with directions, the below duties and responsibilities of the project success criteria:

The Project Analyst (with a specific focus on the Agribusiness) will join the Eastern States Agri-business Project which is financed by IFAD and implemented by UNOPS. Under the direct supervision of the Project Management Advisor (Stationed in Project Coordination Unit Naypyitaw), the National Project Analyst has to study the Project Design, Project Implementation Manual, Financing Agreement and other related legal documents thoroughly to be able to make sure that the Project operation comply with all legally bound guidelines, roles and regulations. She/he has to assure that the Project staffs and consultants assigned to the State Project Implementation Office receive sufficient orientation, training, supports for efficient performance, the ESAP State Project Implementation Office is perform satisfactory, hence, the target objectives are achieved as the result.

At the same time, the Project Analyst is responsible to follow the PID (Project Initiation Document) for the Grant portion of ESAP which is contracted with UNOPS.

The Project Analyst reports to the State Project Implementation Office Coordinator and the Project Management Advisor.

S/he must be able to apply, with directions, the below duties and responsibilities.

Stakeholder Management:

  • Establish solid working relationship with the State Project Steering Committee, State level project implementation partners, client and key stakeholders
  • Manage communications and ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept and successful implementation of the project supported activities.
  • Advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as operation and maintenance)
  • Manage the project information flows between the State level Project Steering Committee, State level project coordination working group, Project Implementation Partners and the project.

Delivery and Performance:

  • Develop and maintain Project work plans, Budget Plan and Procurement Plan. Together with the finance manager and the State Project Coordinator, to process project annual Work Plan and Budget plan following the demand driven and bottom up planning concepts.
  • Implement approved project plans (including the establishment of milestones) approved by the State Project Steering Committee.
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.
  • Certify the Work Packages for the approval of the State Project Coordinator.
  • Advise the State Project Coordination Working Group and the State Project Coordinator for any deviations from the plan.
  • Identify and manage risks so that maximum benefit to client and stakeholders is achieved
  • Manage and review the performance of the staff and consultants recruited in PIO.
  • Monitor and evaluate performance of service providers assigned to PIO.
  • Identify and report potential business opportunities for UNOPS to supervisor.
  • Identify and report threats to ESAP and UNOPS internal business case to supervisor
  • To make sure that the State Project Implementation Office is functioning efficiently with well trained and qualified sufficient staffs for each section, sufficient office support system (transportation, communication, office accommodation equipment and material supports, etc.).
  • To ensure that the coordination among the project personals, project coordination with other similar projects are in place and organized well for the benefit of the project.
  • To make sure that the project consultants assigned to PIO well understand the Project roles and regulations Project implementation manual and comply them satisfactorily.
  • To ensure that the PIO Reports are produced timely as required with the acceptable quality.
  • To assist the State Project Coordinator in Procurement and Recruitment processes. (The National Project Analyst is not the voting member of the Procurement/recruitment Panel).
  • Other related activities as requested by the Project Management Advisor.

Procedures:

  • Follow the Project Implementation Plan, Financing Agreements Government of Myanmar and IFAD, ESAP and UNOPS, IFAD Letter to the Borrowers, UNOPS Project Management Manual (PMM), Project Initiation Document (PID.)
  • Prepare/adapt the following plans for approval by the State Project Steering Committee: Project Implementation Plan (State level), Annual Work Plan and Budget Plan (State level).
  • Prepare the following reports:

-        Quarterly project report (State level).

-        Annual Progress Report (State level)

-        Annual Work Plan and Budget Plan (AWPB) at the State Level.

-        Mission Report (State Level for the visiting project supervision missions)

-        End Project Report (State level)

-        Handover Report (as required)

  • Maintain the Project documents in hard and soft copies.
  • Ensure that all expenditure comply with IFAD Financial Management Guidelines, Procurement Guidelines, UNOPS Financial Rules and Regulations (FRR).

Knowledge Management:

  • Participate in the relevant Communities of Practice
  • Actively interact with other Project management personals and groups to share case studies, lessons learned and best practice on the Knowledge System.
  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies
  • Complete lessons learned as per reporting format
  • Incorporate lessons learned from others as per planning format

Monitoring and Project Controls

Ensure that ensure that the project produces the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Project Analyst is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case.  Contribute to the overall business targets and needs.

Education/Experience/Language requirements

Education

  • Master’s Degree in economics, agricultural economics, development economics, business administration or related field is required.
  • A bachelor’s degree in the above mentioned fields with an additional 2 years of relevant experience may be accepted in lieu of the masters degree.

b. Work Experience

  • Minimum 2 years experiences in programme development and implementation, monitoring and evaluation of livelihoods and food security, agricultural projects/programmes are required.
  • Experience in agricultural economic analysis, agriculture extension system, community based irrigation, agro-forestry and conservation agriculture, Micro finance operations such as establishment of saving and credit groups, operation of matching grants focusing mainly the small and medium enterprises (SME) are highly desirable.
  • Work Experience with the Ministry of Agriculture Livestock and Irrigation and its Departments, previous working experience in Shan or Kayin States will be an asset.

  • Fluency in written and spoken Myanmar and English languages required.
