OSCE missions and field activities are the frontline of OSCE work in areas that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.

The OSCE Mission in Kosovo promotes human rights, good governance and the safety of all people living in Kosovo by monitoring and supporting the work of local institutions. The Mission, established in 1999, is among the largest OSCE field operations. The OSCE Gender Action Plan is committed to increasing the number of female staff in all areas of the OSCE’s work.

Tasks and Responsibilities    
     
   

Under the general technical authority of the Director for Human Resources in the OSCE Secretariat and under the direct supervision of the Head, Administration and Finance and in close co-operation with OSCE Mission in Kosovo (OMIK) senior management, the Chief, Human Resources Management will be:

  1. Performing functions related to policy development, staff recruitment and retention, staff administration, payroll, performance management, supervision and co-ordination of the work of Training Unit and travel operation in the mission;
  2. Managing the operations of the Human Resources (HR) Management Division which include overseeing the development, implementation and day-to-day execution of operating policies related to administration of terms and conditions of employment in line with Staff Rules and Regulations, the recruitment of staff including gender mainstreaming in HR area, the staffing and classification of posts, reviewing and recommending for approval programme managers’ post table submissions for the annual budget preparation, staff-management relations, staff welfare, social security, reviewing the work of the HR team for attainment of objectives;
  3. Managing consolidated HRM budget and preparing the work plan of the HR Division;
  4. Providing advice to the Mission management on HR policies by reviewing and /or proposing for approval the development and implementation of new mission-specific HR policies and programs and submitting statistical and analytical reports; and proposing to the Secretariat changes to Staff Rules, Staff Instructions and other instruments relating to human resources;
  5. Ensuring implementation of the Organization’s policy on professional environment,  policy against harassment, sexual harassment and discrimination. Co-ordinating the mission activities related to staff grievance and disciplinary procedure;
  6. Holding regular consultations with elected staff representatives and participating in joint committees;
  7. Providing contribution/input in other Department of Administration and Support (DAS) projects; Representing the Mission in the work of local inter-agency bodies (comprising representatives of other international organizations based in Kosovo) dealing with common HR questions;
  8. Performing related duties as assigned.

Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding citizenship or permanent residency of the country of the duty station;
  • First-level university degree in human resources management, public or business administration, management, law, social sciences or a related field.  Knowledge of behavioural sciences is an asset;
  • A minimum 6 years of professional HR experience including at least 2 years at international level, preferably in a field position in a developing area;
  • Demonstrated practical experience of HR principles and practices, and organizational and general management concepts;
  • Ability to provide leadership and motivation, interest, involvement, harmonious working relationships and team work on the part of staff;
  • Ability to plan the work and to manage diverse HR organizational units;
  • Computer literacy, with practical experience with Microsoft packages; ability to use and knowledge of an ERP system, preferably ORACLE, is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Possession of a valid driving licence and ability to drive using manual transmission.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about US$ 4,929.25 to which Board and Lodging Allowance (currently EUR 113 per day subject to change without prior notice) is added. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
