NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

                                                                                   ICLA Data Officer 

The purpose of ICLA Database Officer is to do data entry and data analyses of day to day activities of ICLA Programme. The main duty of the ICLA Database Officer will be overseeing the operation of the ICLA database. ICLA Database Officer will be reporting to ICLA specialist . The position will be based in Erbil.

Responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated CC project  portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Manage the ICLA database in coordination with ICT. This includes overseeing the cleaning of data, liaising with and providing support and guidance to ICLA Area Office Database officers, making or facilitating necessary changes to the database in collaboration with the ICLA Specialist, and ensuring the smooth daily operation of the database at a national level. In the future this may also include development of a new database.
  • Extract and analyse data as requested by the Specialist or others for the purpose of identifying beneficiary needs and trends across the country, donor proposals, donor reporting, achievements monitoring, M and E, protection trends analysis, advocacy needs, Consortia, HLP Sub cluster, country management requests and other purposes.
  • Help ensure consistency and quality of ICLA data collection, extraction and reporting at a national level.
  • Provide support to data collection exercises conducted by ICLA in conjunction with M and E including assessments, outcome monitoring surveys, protection monitoring exercises, needs assessments and other research projects.
  • Prepare infographics on trends, processes, developments, and challenges from ICLA interventions for donors, country management, external stakeholders and others.
  • Assist with reporting for GORs, ActivityInfo/cluster reporting, donors and other needs.
  • Act as national resource and focal point for ‘digital ICLA’ on social media, usage of digital technology within ICLA and mass information dissemination in conjunction with Comms/ICT.

Ideal Candidate Profile:

A university graduate in computer science or relevant field with 3 (three) years of experience from working as ICLA Officer - databases and data collection in humanitarian/recovery context. Ideally, the candidate should be able to use MS Word, Excel, Powerpoint and Outlook. S/he should be able to meet deadlines. Fluency in spoken and written English, Kurdish and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.
