NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

                                                                              Cash and Livelihoods Project Coordinator

The purpose of the Cash and Livelihoods Project Coordinator position is to implement delegated cash and livelihood project portfolio. Budget holding and management: ensure budget management and submit regular spending plans; develop work plans for the field teams and follow up with progress on a daily basis. Develop procurement plan and ensure all procurements are done in time.

Responsibilities:

  • Line management of cash and livelihood project field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and Cash and Livelihoods strategies, initiate and participate in the development of relevant Shelter/WASH projects.
  • Coordinate and implement Cash and Livelihoods project implementation (activities, budget and project documentation) as delegated by PM/APM in line with proposals, strategies and donor requirements.
  • Implement technical direction and ensure high technical quality of projects.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Manage project budget (in cooperation with Cash and Livelihoods Project Manager) and coordinate across other Core Competencies.
  • Ensure capacity building of project staff and transfer key skills. 
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Budget holding and management: ensure budget management and submit regular spending plans; develop work plans for the field teams and follow up with progress on a daily basis; develop procurement plan and ensure all procurements are done in time; contribute to provide monthly activity reports and donor reports; contribute to proposal and budget development.
  • Donor compliance: ensure donor rules and regulations are followed and all necessary documentation is in place and backed up as needed.
  • Responsible for the quality of the program: quality of data collection and distributions are according to SoPs with correct accountability measures in place
  • M&E: With support from the Cash and Livelihoods PM, PDM and M&E, ensure that the following activities are implemented according to the work plan: market assessments; beneficiary assessments and verification; PDM surveys; and end line surveys. Ensures reporting tools are in place for daily tracking of activities/trainings/distributions.
  • Overall coordination of beneficiary selection process; ensures there is a communication strategy with beneficiaries in place; ensures there is a functioning complaints mechanism.
  • Support in identification and procurement of training service providers, while putting in place systems to ensure quality
  • Oversee the use of different aid modalities in the emergency response. Take informed decisions over the implementation modality based on market assessments and price monitoring.
  • Coordinate with the Logistics, Finance and Security departments to organize activities
  • Represent NRC in external meetings as needed, primarily with MoA, MoLSA, and any governorate level coordination mechanisms on Cash and Livelihoods.
  • Cooperate closely with counterparts from other NRC core competencies to identify opportunities for integration/synergy of NRC services alongside livelihoods.
  • Adhere to NRC policies, guidance, and procedures.

Our Ideal Candidate:-

A university graduate in equivalent field with three (2) two years Experience from working on Cash and/or Livelihoods project implementation position in a humanitarian/recovery context. Fluency in written and spoken English and Arabic is required. Solid computer skills, including MS Word, Outlook and Excel. Strong management skills. Ability to remain calm and professional in tense situations.

Additional Information:

Contract period: ten (10) months

Salary/benefits: According to NRC’s salary scale and terms and conditions.

Duty station: Nineveh
