Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The position is located under the Agro-Industries Technology division (PTC/AGR/AIT) an integral part of the Department of Agri-Business Development (PTC/AGR). The Department provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.

PROJECT CONTEXT (UNIDO PROJECT ID: 160082): UNIDO has received funding from the EU to implement a project to support the Government of Liberia strengthen technical and vocational education and training (TVET) in the country. To achieve this goal, the project will work closely with the Ministry of Education (MoE) and Ministry of Youth and Sports (MoYS) in the delivery of its key mandate, which is to provide efficient, quality and relevant education and training. The project will support six (6) schools located in the counties of – Montserado County (Monrovia), Margibi (Kakata), Grand Gedeh (Zwedru), Sinoe (Greenville) and Maryland (Harper). Main Functions

The Private Sector Coordinator will work under the overall guidance and report to the Chief Technical Advisor / Project Manager (CTA/PM) based in Monrovia, Liberia in-close consultation with the UNIDO allotment holder / backstopping officer, based at Headquarters in Vienna. He/she will drive innovative partnerships with both local based and international private sectors that will contribute to the overall goals of the projects by deepening and strengthening engagement with the private sector. The incumbent will undertake the following duties: Actively engage the private sector to better align vocational training with the demand for skills. Facilitate private sector participation in multi-stakeholder policy dialogue workshops on TVET to establish the key priority professional profiles and competency standards required to support the transition towards inclusive growth and how best to ensure that the training offered is designed and adapted accordingly. Conduct recurring workshops to network with partners as means of linking training providers with private sector companies that hire TVET graduates. Facilitate the establishment of PPPs between target TVET providers and private/industry sectors with emphasis on in-service training and industrial attachment placements for TVET instructors and apprenticeships for students. Supervise the market needs assessment in Liberia, - Identify sources of information on Liberian economy and labour market, including existing household surveys analyses on the economy, investment and private sector development, - guide the team in undertaking qualitative interviews and survey administration - provide a report with the main observations. Coordinate with the EU VET Tool Box global programme and other international private sector actors to gain additional technical expertise to further promote demand driven and inclusive vocational education with focus on operationalizing/institutionalizing private sector involvement in vocational education and training. Organize annual job fairs in the target TVET providers, to promote linkages between the private and public sector, enrolled students and recent graduates, teachers, administrators and unemployed youth. Coordinate with Worldskills International for the membership of Liberia and participation in the skills competitions including national skills competitions in selected trades targeted by the project in Liberia. Drive innovative TVET awareness programmes with special focus on gender participation with the help of the private sector. Ad-hoc tasks assigned by the CTA/Project Manager

Minimum Requirements

Education

Advanced university degree in International Relations, Development Studies, Business Administration, Economics and / or other relevant disciplines.

Languages

Fluency in both written and spoken English is required. Knowledge of other official UN languages is desirable.

Computer Skills

Field of Expertise

A minimum of 5 years’ relevant work experience in a coordination role in the private sector. Experience with TVET or education for the private sector will be considered an asset. Experience with project implementation will be considered an asset. Experience working in a developing country and / or post-conflict country will be considered an asset. M&E certification will be considered an advantage. Knowledge and use of ERP systems will be considered an advantage (i.e. Oracle, SAP, etc.). Experience working in the UN system will be considered advantage. Working knowledge of quantitative and qualitative research methods. Sound computer proficiency essential. Strong communication skills (oral and written). Ability to work as a member of a team with good inter-personal communication skills. Demonstrates leadership skills with ability and willingness to face challenges, solve problems, and motivate others, while maintaining effective relations (internal and external). Willingness to travel and spend time working in remote and rural locations of Liberia as the service may require.
