Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organization’s programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues and is organized in the following departments: Department of Partnerships and Results Monitoring, Department of Agri-Business Development, Department of Trade, Investment and Innovation, Department of Energy and Department of Environment. Furthermore, PTC has a close cooperation with other field based Centers and Offices, such as the Investment and Technology Promotion Offices, forming the extended field network of UNIDO.

The position will be located under the Regional Division - Europe and Central Asia (PTC/PPF/EUR). This division is responsible for developing regionally coherent programmatic approaches to UNIDO’s services and ensuring that UNIDO responds to the countries’ needs and requirements.

PROJECT CONTEXT( ID150451): Country Programming Framework (CPF) for ISID in Montenegro 2017-2021 On 4 December 2017, UNIDO and the Government of Montenegro signed a Country Programming Framework (CPF) for Inclusive and Sustainable Industrial Development (ISID) in Montenegro, covering the period from 2017 to 2021. The CPF was launched in Podgorica on 7 March 2018 in the presence of 60 high-level representatives from Montenegrin Ministries, donors and the UN Resident Coordinator in Montenegro, as well as other interested stakeholders. The CPF sets forward a programmatic vision and strategy for engagement and partnership between UNIDO and the Government of Montenegro. It aims at contributing to the Government’s efforts towards smart, sustainable and inclusive growth realized by a knowledge-based, competitive and resource-efficient economy. The CPF is based on the Sustainable Development Goals (SDGs) and will support their achievement at national level, specifically SDG 9: Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation, and all other related goals of the 2030 Agenda for Sustainable Development. With an overall estimated indicative budget of €21,167,465, the CPF will pave the way towards the inclusive and sustainable industrial development of Montenegro through the implementation of technical cooperation projects within the following three thematic components, representing the identified priority areas of cooperation: Component I: Strengthening industrial competitiveness; Component II: Boosting rural development and job creation; Component III: Environmental management and sustainable energy. To enable the CPF to contribute to the envisaged transformative change and bring about an impact of scale for the benefit of Montenegro and its people, UNIDO and the Government of Montenegro will leverage dynamic partnerships with various development partners and stakeholders. In 2019, UNIDO and the Government of Montenegro will be engaging into the full-fledged implementation of the CPF, which will be accompanied by an intensive fund-raising work, as well as reaching concrete agreements for the rollout of the CPF projects. UNIDO in Montenegro UNIDO was the first UN organization that Montenegro joined after it restored independence in 2006. Since that time, UNIDO supported Montenegro with the delivery of 14 technical cooperation projects with a total budget around EUR 3,000,000. Technical cooperation was predominantly in the field of safeguarding the environment with the Ministry of Sustainable Development and Tourism (cleaner production, compliance with the Montreal Protocol, national energy development strategy and action plan, as well as water management: transfer of eco-remediation and TEST technologies), but also addressed areas such as SMEs competitiveness and cluster development, together with the Ministry of Economy. UNIDO mobilized resources from various partners and funds such as: One UN Fund, the Montreal Protocol Fund, the European Union, the Delivering Results Together Fund (DRT-F) and the Government of Slovenia. Montenegro - Delivering as One The United Nations Development Assistance Framework (UNDAF) contains the strategic programme planning framework for collaboration between the UN System and Government of Montenegro for the period 2017–2021. It is closely aligned with national human rights and development priorities and is based on extensive consultations with the Government of Montenegro across all sectors, with local government, national institutions and partners, and with civil society. Furthermore, the UNDAF is aligned with the 2030 Agenda on Sustainable Development and the Sustainable Development Goals. It is also particularly framed by the EU accession reform agenda systematically pursued by the Government of Montenegro. The UNDAF frames the work of the following resident and regionally based United Nations Organisations: UNICEF, UNDP, UNHCR, WHO, ILO, IAEA, UNIDO, UNECE, UNESCO, UNEP, UN Women, UNOPS, FAO, UNODC and UNCTAD. UNIDO has actively participated in the formulation of the UNDAF 2017-2021. It aims at taking full advantage of the combined knowledge and resources of the UN System organizations working under the “Delivering as One” modality applied in the country as of 2010, and sustaining the results of the past Integrated UN Programme 2010-2016. The UNDAF focuses on four strategic areas that correspond to Montenegro’s development and human rights challenges and make use of the United Nations’ comparative advantages, as follows: 1) Democratic Governance 2) Environmental Sustainability 3) Social Inclusion 4) Economic Governance. UNIDO contributes to the focus area “Environmental Sustainability” and “Economic Governance” under two outcomes (as shown below) with a total resource mobilization requirement of USD 1,400,000. As part of the Delivering as One family in Montenegro, UNIDO is actively participating in joint programming, which resulted in the successful implementation of two projects, one focused on green jobs in tourism, wood processing and agriculture industries and the other one related to cluster development as means of boosting SME competitiveness in Montenegro. Within the framework of UNDAF 2017-2021, UNIDO is the Chair of the Economic Governance pillar along with representative of the Ministry of Finance (Deputy Minister’s level). Main Functions

The UNIDO Country Programme National Expert will work under the direct supervision of the Programme Officer of the Regional Division - Europe and Central Asia as Project Manager and in close cooperation with UNIDO Technical Departments, Strategic Donor Relations Division and other UNIDO structural units and will perform the following activities : - Support the UNIDO Country Programme Management Unit in coordination of activities related to the implementation of the ongoing UNIDO Country Programming Framework (CPF) for Montenegro and its components; - In particular, under the overall guidance of the Project Manager at the UNIDO headquarters in Vienna and in close cooperation with the CPF Focal Point at the Ministry of Foreign Affairs of Montenegro, support completion of activities and tasks foreseen in the CPF work plan for the current year; - Liaise with the UNIDO headquarters in Vienna, UN Resident Coordinator’s Office (UNRCO) in Podgorica, and government institutions involved in the CPF; - Provide support to the government institutions that are members of the CPF Steering Committee in fund mobilization work and interaction with donors and technical divisions of UNIDO; - Follow-up with donors and other international and national development partners with an objective to mobilize funds for the CPF implementation; - Support the preparation of fund mobilization strategies, project concepts, progress reports, updated work plan and other CPF related documents as appropriate; - Support the organization of the Second CPF Steering Committee meeting and prepare its report; - Provide support to the UNIDO Regional Division for Europe and Central Asia on monitoring of and reporting on ongoing activities in the country within the UNDAF 2017-2021, as well as represent UNIDO monthly at UNCT meetings and at the UNDAF working groups on: o Economic Governance and o Environmental Sustainability; - Coordinate (co-chair) and convene the UNDAF Economic Governance pillar Reports from UNCT and UNDAF related meetings provided; - Contribute to and follow-up actions related to UNIDO ongoing projects, support missions of UNIDO staff to Montenegro etc.; - Support the preparations of the planned Western Balkans Investment and Partnership Forum “Linking Agribusiness to Tourism in Western Balkans Countries” tentatively scheduled for October 2019; - Complete other tasks as deemed necessary by the Programme Officer (supervisor).

Minimum Requirements

Education

Advanced university degree in Economics, International Relations, Business Administration, Development Studies or a field relevant to international development assistance.

Languages

Fluency in written and spoken English and Montenegrin is required.

Computer Skills

Field of Expertise

A minimum of 3 years of practical working experience in national and/or international entities in the field of economic development, project management and fund mobilization for international development assistance in Montenegro. Good understanding of needs, conditions and problems related to sustainable industrial development in Montenegro. Excellent communication and presentation skills
