UNICEF Albania in close consultation with Regional Youth Cooperation Office team will hire an international expert who will assist in developing an up-to-date methodology for school fundraising and management of school funds with a special focus on fundraising and managing funds for regional projects.

How can you make a difference?

The main objective of this consultancy will be to:

- Develop a school guide for schools part of RYCO project (and other schools) on how to fundraise and how to manage school funds effectively. (with a special focus in regional networks, fundraising as part of a network, cross border cooperation etc.)

- Develop a Trainer's manual (for teachers, school representatives) based on the school guide on how to train school teams in fundraising and effective use of funds.

The assignment will be conducted by an international consultant in a collaborative effort with UNICEF and RYCO team. The consultant, he/she will work from the country of residence and maintain regular contacts with UNICEF and RYCO staff. The main tasks and deliverables for the consultant as part of this assignment will be:

Deliverable 1- Desk work conducted and develop the outline of the guide on school fundraising and manual for training school teams on financial management and fundraising

Tasks

- Work plan;

- Conduct skype calls with UNICEF Albania and RYCO offices to get familiar with latest trends and best practices regarding peace building methodology and the needs of the schools in the WB participants in RYCO project.

- Conduct desk review on the needs of the school in the region about fundraising and effective fund management; research on the regional initiatives and funding opportunities available for the schools to be included in the school guide.

- Develop an inception report (not longer than 15 pages) that outlines the following:

  • guide for school fundraising and financial management
  • trainer's manual

Duration: 3 days; Deadline for submission: 15 days after the consultancy has started (from country of residence)

Deliverable 2 - Based on the desk appraisal, analysis, skype calls ,develop the draft guide and manual for training schools on fundraising and financial management

Tasks:

- Develop the draft guide and share it with UNICEF and RYCO;

- Develop the draft training manual for school fundraising and financial management and share it with UNICEF and RYCO;

Duration: 18 days; Deadline for submission: 25 days after the submission of the first deliverable (from country of residence)

Deliverable 3 - Develop the final guide and manual for schools on fundraising and financial management  

- Consolidate comments and submit the final guide and manual;

- Prepare a Power Point summarizing the content of the guide and manual;

Duration: 4 days; Deadline for submission: 15 days after the draft manual and guide (from country of residence) 

The deliverables will be prepared in English language. The contractor/s will work from his/her/ country of residence. The contract will include 25 working days within a 2-month period. The exact dates for starting and ending the contract will be negotiated upon awarding the contract.

To qualify as an advocate for every child you will have:

  • Advanced university degree in Education, Social Sciences, or relevant disciplines;
  • At least 10 years of experience in intercultural pedagogy, education management; school management and leadership;
  • Previous working experience in the Western Balkans in the area of education and school management/leadership;
  • Previous working experience in developing training curricula, school manuals, funding proposals for school networks or similar activities;
  • Demonstrated ability to deliver under tight timelines;
  • Proven ability to build consensus among a broad range of stakeholders including development partners and government both from within and outside the sector;
  • Excellent inter-personal and written communication skills in English language, computer literate and effective advocacy skills.

What to submit:

  • Curriculum Vitae;
  • A motivation letter indicating how the consultant's working experience and academic background is related to the TOR requests;
  • Links to previous written work related to the scope of the TORS;
  • Reference letters or names and contact of professional contact who will be willing to give a reference
  • Financial proposal - Financial proposal indicating an all-inclusive cost in US$ which includes the: i) Daily fee

Evaluation criteria:

Submissions will be evaluated based on cumulative analysis taking into consideration the combination of the applicant's qualifications and financial proposal. The contract should be awarded to the individual whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Only the highest ranked candidates who would be awarded a minimum of 70% of technical evaluation score will be considered for the financial evaluation.

In the cumulative analysis evaluation, the respective importance between technical and commercial scores will be waited as 70/30 report.

Technical evaluation max. 70 points (sub-criteria, total = 100%)

  1. Academic Background  40%

Academic background in the relevant disciplines Education, Social Sciences, or relevant disciplines

  1. Relevant work experience 60%

Relevance of experience to perform the tasks under the TORs 

Experience will be evaluated as per:

  • Extensive experience in intercultural pedagogy, education management; school management and leadership;
  • Previous working experience in the Western Balkans in the area of education and school management/leadership;
  • Hands on working experience in developing training curricula, school manuals, funding proposals for school networks or similar activities;

Financial criteria max. 30 points

The applicants are requested to provide the financial proposal as indicated in the section what to submit. All taxes are the sole responsibility of the contractor.
