OBJECTIVES OF THE PROGRAMME

Under the new Global Programme of Work (GPW 13), the WHO Health Emergencies Programme (WHE) will heavily contribute to the three billion objectives and to the strategic priority of having 1 billion more people better protected from health emergencies. WHO will contribute to building and sustaining resilient national, regional and global capacities required to keep the world safe from epidemics and other health emergencies. Considering that the threat of epidemics and emergencies is universal, the Country Health Emergency Preparedness and IHR department (CPI) works with all Member States and with partners to ensure that countries and populations, the most vulnerable, are prepared for all-hazards emergencies, and are fulfilling their obligations to develop core capacities under the International Health Regulations (2005). Within the CPI department, the Core Capacity Assessment, Monitoring and Evaluation Unit (CME), together with WHO Regional and Country Offices, the Strategic Partnership for IHR and Health Security (SPH) provides essential support to Member States in their endeavour to scale up their multisectoral preparedness and accelerate the implementation IHR (2005) through strategic cooperation and partnership between member states, partners, donors, and other stakeholders to advance for their health security. WHO SPH is a true reflection of article 44.2 of the International Health Regulations (2005).

DESCRIPTION OF DUTIES

Under the supervision of the JEE team Lead the technical officer will support the following activities\:

1. Support the JEE secretariat in the development of appropriate tools and dashboards for the States Parties Annual Reporting and the JEE2

2. Coordinate software development life cycle (SDLC) of SPH Portal from planning, defining, gathering requirement, designing, building, testing, and deployment with collaboration of WHO IT and relevant units or department within WHO. Handle business case development, technology evaluation, end-user training, organizational change management & communication, and post-production turnover/support within SPH Project.

3. Facilitates the coordination and harmonization of support to countries between donors/partners/international organization and WHO by collecting and synchronizing donor contribution activity to the IHRMEF and other country priorities within SPH Portal. As a SPH Portal focal point to coordinate the sharing platform which provides global landscape on IHR MEF and global health security investment outlook including Influenza, AMR, UHC and health system.

4. Ensure the quality, accuracy, relevance and veracity of all the information on the SPP and update regularly, based on technical information collected by the incumbent from technical teams and countries, and from donors and partners.

5. Support the countries, country offices, regional offices in training, analysis of content, inclusion of appropriate information in the SPP, and technology transfer

6. Facilitate the development of advocacy documents for SPH such as SPH Portal Instruction/Training materials, newsletters, flyers, power point presentations, including infographic design for the documents.

7. Support the work of the unit in developing advocacy materials, presentations, infographics and other documents

8. Carry out any other duties as needed.

REQUIRED QUALIFICATIONS

Education

Essential\: First level university degree in Information Technology development or management, or a related field.
Desirable\: Advanced university degree in Information Management.

Experience

Essential\: At list five years of work experience on IT and Web development in governmental institution, private sector as well as International organization with the relevancy of strategic partnership, IT and web management. Experience in working with multi-cultural environment and a good understanding on multisectoral partnerships for health security.
Desirable\: Experience in the UN system, WHO, an international or governmental organization, private sector in IT particularly web-based coordination platform is highly desirable. Experience in working with IHR data.

Skills

- Excellent organizational and analytical skills with the ability to coordinate activities and independently manage multiple projects concurrently.

- Excellent interpersonal skills, with the capacity to work with high-level stakeholders with discretion and tact in a politically sensitive environment.

- Demonstrated sound knowledge on IT and Web development and. K

- Knowledge of or experience of working with the UN in general, and the World Health Organization.

- Capacity to deliver outputs to a high standard, and to operate in compliance with organizational rules and regulations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,233 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3398 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
