The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement’s mission is to save lives, alleviate human suffering, protect life and health, and uphold human dignity, especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement, and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects.    
 
The position is placed in the Programme Unit at headquarters in Oslo, one of five units in the International Programmes and Preparedness department. The Programme Unit –including Norwegian RC regional and country offices –develops and manages the long-term programme portfolio in support of national societies, IFRC and ICRC.   
 
The purpose of the Coordinator Programme Support is to improve programming quality by coordinating the implementation of core processes in the department relating to Norwegian RC operational cooperation with RCRC Movement partners (National Societies, the IFRC, and the ICRC). A particular focus in 2019 will be in contributing to improved project management procedures at country offices, including accountability and compliance mechanisms. Effective cooperation with other units is a key priority, and particularly with staff working on results based management. The role will require extensive travelling.  
 
Reporting to:  Team Leader Programme Support 
Position is based in: Oslo, Norway with extensive travelling required  
Contract: Temporary contract until January 31st 2020 due to maternity leave 
 
We are searching for a person with the following qualities:  
  • Takes initiative, is solution-oriented and has a very good ability to work towards achieving objectives and results  
  • Communicates in a clear, precise and structured way; writes and speaks with authority and conviction; presents effectively   
  • Co-operates well with others; shares knowledge, experience and information and supports others in the pursuit of common objectives   
  • Builds a useful network of contacts and relationship and utilizes it to achieve objectives  
  • Higher education at master level within relevant field    
  • At least 3 years of experience from the humanitarian sector  
  • Experience from humanitarian work at country level an asset  
  • Experience with structured work processes and solving challenges in geographically dispersed teams  
  • Understanding of Norwegian Red Cross programmes and regional/country office structures is an asset 
  • Fluency in English and working proficiency in Norwegian (B2-Bergenstest)  
  • Work proficiency in French, Spanish, Arabic or other relevant languages an asset  
  • Team fit will be taken into consideration.
  • Due to the temporary nature of this position, a valid and current working permit for Norway is essential.
