Background

Kosovo considers climate change as a priority area and is dedicated to make its contribution to the solution of this global challenge. Even though Kosovo is not a Party to UNFCCC yet, has responsibility to respond to the requirements of the Convention and Protocol, as one of the signatories of the Energy Community Treaty. Energy Community Treaty also sets clear targets of reducing energy use while demands increase the share of renewable energies. Based on current data, Kosovo’s contribution to greenhouse gas emissions globally is almost negligible, its commitment to join the global efforts to reduce the level a greenhouse gas emission has been forthcoming. In the context of legislation on climate change, aspects related to these changes are included in the relevant environmental legislation, including Law on Environment, Law on Protection of Air Pollution and Law on Water.It also approved the Climate Change Strategy 2018-2028, which is consistent with the expected policy framework of the EU climate and energy. Within the activities in the climate change sector, Kosovo has prepared the register (inventory) of greenhouse gases for 2008-2013.   The objective of the UNDP’s project “Support for Sustainable Prizren – Initiating Urban NAMAs (Nationally Appropriate Mitigation Actions)” is to prepare the city of Prizren for reducing the overall Green House Gases (GHG) emissions through cross-sectoral interventions at the municipal level, such as collaboration between industry, government, private sector, civil society including women CSOs and academia that account for different experiences based on gender sensitive approach. This project will contribute to creating healthy urban living conditions and achieving sustainable growth, while setting an example as a city-wide intervention for Kosovo.The Prizren Green Growth Centre (PGGC) serve as NAMA planning and oversight office. It will also have the authority to collect data on city-wide GHGs emissions and report them, to operate the city-wide GHG inventory, to develop indicators which reflect sustainability perspectives, rather than simply measuring the progress. The work will be done in close liaison with other governmental agencies and offices, including Kosovo Agency of Statistics, and Kosovo Environmental Protection Agency.The project in close coordination with Prizren Municipality and KEPA experts will support the drafting of the Cross-Sectoral Intervention Plan (CSIP). THE CSIP will give a comprehensive account of the focus sectors—at least: buildings, transport, public infrastructure services and solid waste management—and define a portfolio of mandatory and optional interventions, with a view to achieving the per-capita reduction target set.The main intended beneficiaries of the project are Prizren Municipality and central institutions. More specifically, central stakeholders include KEPA, line ministries and their relevant departments and agencies, gender equality officials, governing and technical bodies responsible for implementation of the Kosovo Climate Change Strategy, while local stakeholders include municipality departments, civil society organizations (CSOs) and local communities.

Objectives of AssignmentThe objective of this assignment is to support Prizren municipality to develop capacities for reducing the overall Green House Gases (GHG) emissions, to articulate climate-related priorities, and to implement mitigation actions as pilot urban NAMAs across sectors.

Duties and Responsibilities

Scope of work

The Local Consultant shall be responsible for (i) supporting the developing Urban GHG Inventory for Prizren city and enhance technical capacities in terms of reporting, measuring and verifying GHGs emission, (ii) drafting the Cross-Sectorial Intervention Plans and (iii) supporting identification and implementation of Pilot Urban NAMAs in Prizren city. The specific tasks of the Local Consultant will include, inter alia, the following activities:

i. Supporting and assisting in developing Urban GHG Inventory for Prizren city and enhance technical capacities in terms of reporting, measuring and verifying GHGs emission jointly with International Expert.

  • Assisting data collection from various sectors and ensure that they are of reliable and excellent quality and share them with International Expert;
  • Supporting compiling data and computation for the Prizren Urban Baseline GHG Inventory compiled in close cooperation with local stakeholders and International Expert, according to IPCC guidelines;
  • Conducting training workshop on Uncertainty Analysis and Quality Control regarding data collection and GHG calculation; 
  • Assisting to assess data gaps and estimations, and in conducting the QA/QC of the GHG Inventory; 
  • Conducting the validation workshop and preparing the workshop report;
  • Assisting to putting in place a Prizren Urban Baseline GHG Inventory Archiving System, a Measurement, Reporting and Verification (MRV) for GHG emissions;
  • Assisting writing of the baseline Prizren Urban Inventory Report.

ii. Develops in close cooperation with Prizren Green Growth Center the Cross-Sectorial Intervention Plans

  • Reviewing and analyzing of municipal current development plans and priorities.
  • Identifying and analyzing the current sectoral and cross-sectoral vulnerabilities of climate change risks and trends.
  • Assisting PGGC/Municipality to identify communities and sectors that might be at risk from the impact of climate change and exploring adaptation and mitigation opportunities.
  • Developing adaptation options using integrated climate-sensitive responses with municipal development priorities as well as focusing on areas that are highly vulnerable to climate variability.
  • Ensure that potential gender-related risks and inter-sectional gender responsive approach and per-capita GHG reduction target are applied in the CSIP.
  • Assisting PGGC/Municipality to prioritize the key areas/sectors for the pilot urban NAMA interventions.
  • Drafting of the Municipal Cross Sectoral Intervention Plans.

iii. Pilot Urban NAMAs in Prizren city.

  • Supports the PGGC in establishing the criteria for selection of the pilots urban NAMAs
  • Developing project scoping and design documents for pilot urban NAMAs in close cooperation with PGGGC/municipal authorities and project support.
  • In close partnership with PGGC and KEPA performs monitoring and evaluating the interventions and reports reduction achieved.
  • Measuring, Reporting, and Verification (MRV) of the GHG emission reduction.

iv. Any other activities as may be required in line with the objectives of the assignment

Expected Outputs and Deliverables

i. Supporting and assisting in developing Urban GHG Inventory for Prizren city and enhance technical capacities in terms of reporting, measuring and verifying GHGs emission

  • Deliverable 1. A work plan at the start of the consultancy, which clearly indicates the methodology and anticipated to achieve target outputs.
  •  Deliverable 2. Trainings, materials and workshop reports for local stakeholders on dates to be decided after consultation with all concerned with focus on topics mentioned in section IV. Scope of work.
  • Deliverable 3. Prizren Urban Baseline GHG Inventory of key sectors taking into consideration Quality Control/Quality Assurance and Uncertainty Analysis;
  • Deliverable 4. Prizren Urban Baseline GHG Inventory Archiving System, a Measurement, Reporting and Verification (MRV) for GHG emissions and sinks including a manual describing the steps for conducting Local GHG Inventory for sustainability and future preparation of GHG Inventories;
  • Deliverable 5. A baseline Prizren Urban Inventory Report and a summary for the GHG Inventory.
  • Deliverable 6. A presentation of findings at a validation workshop on a date to be agreed by both parties.

ii. Develops in close cooperation with Prizren Green Growth Center the Cross-Sectorial Intervention Plans

  • Deliverable 7. Cross-Sectoral Intervention Plan (CSIP).

iii. Pilot Urban NAMAs in Prizren city.

  • Deliverable 8. Criteria for selection of the pilots urban NAMAs.
  • Deliverable 9. Project scope and design documents for pilot urban NAMAs.
  • Deliverable 10.  Implementation of 1st and 2nd pilot urban NAMAs with Report on the results of GHG emission.
  • Deliverable 11.  Implementation of 3rd and 4th pilot urban NAMAs with Report on the results of GHG emission.

Institutional ArrangementThe Local Consultant will regularly report to the Project Manager and Portfolio Manager, Environment, Climate and Disaster Resilience, United Nations Development Programme. The Local Consultant is expected to liase and collaborate in the course of performing the work with the project team, International Consultants, Kosovo Environmental Protection Agency, Kosovo Statistical Agency, and Prizren Municipality. 

Duration of the Work The duration of the assignment is expected to last for100 working days throughout April 2019 – November 2020. If the Local Consultant expects delay in the completion of the work, he/she should notify UNDP management in a duly manner. At all levels, the Local Consultant should communicate to the UNDP whether he/she needs further assistance from the UNDP team. Throughout the duration of this assignment, the UNDP team will provide feedback no later than 7 working days from the date of submission.

Duty StationThe contractor is required to be present at office in Prizren for part of the assignment, while the part of the assignment is home-based such as review of documents, data analyses and production of Reports.  In addition, few in country travels to attend different informative/data collection meetings might be required from Prizren to Prishtina. In such cases, all related in-country travel will be arranged and covered by UNDP in line with applicable rules and regulations.

Remuneration - Lump Sum AmountAll proposals must be expressed in a lump sum amount. This amount must be “all-inclusive” . Please note that the contract price will be fixed regardless of changes in the cost components.   

The contractor will be paid an all-inclusive fixed lump sum amount over the assignment period. The fixed lump sum amount will be paid in three installments in line with the schedule of payment table hereunder:

  • Knowledge and/or familiarity with Kosovo’s local level governance mechanisms is mandatory,
  • Preferred to have a thorough knowledge and hands-on experience with the following: 
  • Guidelines for the preparation of National Communications from Parties not included in Annex I to the Convention adopted by Conference of Parties (Decision adopted by COP Decision 17/CP 8).
  • Revised 1996 IPCC and 2006 IPCC guidelines for GHG inventories.
  • IPCC Greenhouse Gas Inventory Software.
