Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In 2019-2020 the UN Women Regional Office for Europe and Central Asia (ECA RO) intends to pay a special emphasis on implementation of UN Women’s normative mandate in the region, particularly given the context of the 25th Anniversary of the Beijing Declaration and Platform for Action (B+25).

Under the guidance and supervision of the Programme Specialist of UN Women ECA RO, the Consultant will support ECA RO and the UN Economic Commission for Europe (UNECE) in coordinating preparations of the B+25 regional review (to be held in October 2019, Geneva) and the global review (to be held in March 2020). 

Goal and objectives:

 The objective of this assignment is to provide support to coordinate preparations for B+25 regional consultations scheduled for 29-30 October in Geneva, Switzerland

Duties and Responsibilities

Under the overall guidance of the UN Women ECA RO Programme Specialist the International Consultant will perform the following tasks that will include but will not be limited to the following:

  • Support the preparation and organization of planning meetings between ECA RO and UNECE, including preparation of agenda, documents, creation of meeting reports, and follow-ups on actions agreed in the meetings
  • Support the organization of meetings in preparation of B+25 regional and sub-regional reviews with governments, other international organizations, diplomatic missions, NGOs, civil societies, academia, youth groups, the private sector, donors and other stakeholders, communication with participants and follow-up on responses to their queries
  • Preparation of meeting minutes, coordination and consolidation of inputs for upcoming meetings and documents
  • Maintain and robustly follow-up on the B+25 roadmap of tasks, deliverables, timelines and responsibilities for ECA RO and UNECE
  • Support preparation and follow-up of papers, background information, concept notes, external participants biographical texts, and other documentation for the intergovernmental regional review, sub-regional meetings, side events and meetings
  • Support preparation and follow-up of invitations to participants for sub-regional reviews, the intergovernmental regional review and various side events,
  • Coordinate all logistical and administrative issues as needed in preparing for the regional review, sub-regional consultations, side-events, planning meetings, etc.
  • While the Consultant will be based in ECA RO, there will be two missions to UNECE, in Geneva
  • Perform other related duties as required.

Monthly summary report is provided to indicate progress of task implementation (based on an agreed workplan), including information on the planning and preparation status of all events (regional review, side-events, consultations, meetings, etc.)

Required Skills and Experience

Qualifications Education:

  • Advanced degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies or in areas relevant to the requirements of the TOR is required.

Experience:

  • At least 2 years of proven experience at the national or international level in programme development and implementation in GEWE’s areas;
  • At least 2 years of experience on GEWE related intergovernmental work (preparations for CSW sessions, BPfA review, etc.);
  • Proven experience in partnership building and organizing consultations with a wide range of stakeholders.
  • Proven knowledge of human rights, gender equality and women’s empowerment issues.
  • Experience in the United Nations systems and/or international organizations is and asset.

Languages and other skills: 

  • Proficient in written and oral English;
  • Computer literacy and ability to effectively use computers, including advance Excel skills and and/or knowledge of related analytical software (SPSS, Stata etc.) and standard applications for concise communication and development of complex written documentation;
  • Knowledge of Russian is an asset.

 Application Process

  • Financial Proposal: Specify a total lump sum amount for the tasks specified in this Terms of Reference. The financial proposal shall include a breakdown of this lump sum amount (per deliverables); 
  • Candidates should have the ability to quickly produce degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.

Management and financial arrangements

The contractor will report to and work under direct supervision of UN Women ECA RO Programme Specialist.

Payment will be disbursed monthly upon submission and approval of a monthly summary report and certification by UN Women ECA RO that the services have been satisfactorily performed as specified below.

Costs of travels to Geneva will be covered by UN Women separately.

Evaluation process

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Advanced degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies or in areas relevant to the requirements of the TOR is required
  • Proven experience at the national or international level in programme development and implementation in GEWE’s areas
  • Computer literacy and ability to effectively use computers, including advance Excel skills and and/or knowledge of related analytical software (SPSS, Stata etc.) and standard applications for concise communication and development of complex written documentation;
  • Fluency in English (speaking and writing)

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
