Background

Pakistan is one of the first 8 countries in the world to become a ‘Delivering as One’ country in support of the UN Reforms Agenda through One Programme, One Office/business practices, One Budget and One Leader. The One Programme of the UN combines the efforts of the 19 UN entities in Pakistan and aims at minimizing duplications and responding to the national needs in a collective and coordinated manner.

UN has already started implementing third generation One Programme (UNSDF/OPIII). In line with the UN and the country’s commitment to Agenda 2030, the five-year UN programmatic framework, One Programme III (2018-2022), will focus on supporting progress towards the achievement of the SDGs in Pakistan. Furthermore, the UN Communication is mandated to support the UNCT to harmonize key messages and advocacy efforts to promote the UNSDF/OPIII.

In addition, UNRCO has been assigned to oversight a joint programme of UN-DFID to perform key coordination activities and work as bridge between UN entities and Federal/Provincial Government as well as with the donor (DFID). KP Merged Districts span the region bordering Afghanistan and Pakistan provinces of Khyber Pakhtunkhwa (KP) and Balochistan. They remain one of the most underdeveloped regions of Pakistan, enduring decades of marginalization, and economic deprivation. Livelihoods and employment remain a critical issue related to both social and economic development, and to issues of stability and governance.  The passage of the 25th Constitutional Amendment with political consensus and its subsequent presidential approval on 31st May 2018 signals a historic change and will fundamentally alter the lives of 5 million inhabitants of the area.  The merger modifies the institutional political economy, including the role of the KP Assembly and bureaucracy.

RCO requires an International consultant which will work on developing/drafting and production of final annual report of the UN for the RCO as well as work on quarterly reports/annual report, stories of change, communication strategy and any other related material required by UN-DFID KPMD Support Programme e.g. summary briefs, leaflets/brochures etc.

Duties and Responsibilities

The UN Resident Coordinator’s Office has identified the need of an International consultant to strengthen One UN efforts on strategic communications.  The consultant will work on developing a communications strategy for UN-DFID KP Merged Districts (KPMD) Support Programme. Additionally, the consultant is expected to consolidate and produce reports. The consultant will also provide support to the RCO and will directly report to the Head of RCO as well as Programme Manager of KPMD Support Programme. 

The overall objective of this assignment is to assist the RCO in editing, formatting and finalizing KPMD Support Programme related documentation, annual report, as well as other communication products such as but not limited to quality brochures/infographics for the year.

Summary of key functions

Under the overall guidance of the Programme Manager (KPMD Programme) and Head of RCO, the Consultant will be responsible for the following:

  1. One UN Annual Report 2018 (including summary) and it’s associated communication products e.g. key messages and power point presentations etc.,

  2. Produce quarterly narrative reports for the KPMD Support Programme including end-of-year report as per agreed template/corporate guidance.

  3. Produce at least 6 Stories of Change as per DFID’s established guidance.

  4. Develop a communications strategy and plan, focusing on visibility of the KPMD Support Programme, communication with beneficiaries and stakeholders etc.,

  5. Any related communication products required by the RCO and the Communications Group to strengthen One UN communication and advocacy.

E.    Institutional Arrangement

  1. Consultant will directly report to Head of RCO.

  2. Draft monthly and final reports to be submitted to the Head of RCO and Programme Manager as defined in Table D for review, certification and approval.

  3. Consultant will liaise with relevant UN agencies, donors and relevant Government institutions for sourcing data and information necessary to produce deliverables.

  4. This is a home-based assignment

    Duration of the Work

    This Contract will be for 140 working days covering the period of approximately 12 months covering period from 05 May 2019 to 04 May 2020

Qualifications of the Successful Individual Contractor

  1. University degree (at least Bachelor’s or equivalent) in Social Sciences or similar field

  2. At least Three(03) years of experience in report writing, editing and formatting of documents

  3. Experience in drafting and editing UN reports

  4. Must be able to write thorough and concise functional and design specifications as well as easily readable end user documentation

  5. Strong technical analytical and problem-solving skills

  6. Strong interpersonal communication skills both verbal and written

Language Requirements: 

Fluency in English (written and spoken) is required

Scope of Price Proposal and Schedule of Payments

Price must be quoted based on daily rate and in amount shall be in PKR.

Recommended Presentation of Offer

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

  3. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services]; 

  4. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
