Background

Bangladesh has been experiencing an influx of Rohingya refugees in its South-Eastern part since the late 1980s. The largest movement of around 745,000 Rohingya refugees, who have fled from Myanmar to escape unprecedented violence, has happened after the 25th of August 2017. Presently Bangladesh is hosting over 1 million Rohingyas. This influx put an immense strain on social and productive infrastructure and services in the region, particularly Cox’s Bazar district where the local government and security institutions had to suddenly respond to a major crisis.

Considering the urgent humanitarian crisis facing the Rohingya refugees and the significant disparities amongst host communities which have shouldered the brunt of the crisis, there is a growing safety and security concern in the district. Inter and intra-community tensions are rising gradually within the camps among the Rohingya, between the Rohingya and the host community, as well as at the household level. There have been high profile killings of camp community leaders as part of factional infighting in the Rohingya community, extrajudicial killings in host communities, and the incidence of SGBV has increased significantly.

Despite the tremendous effort of the local Police force, and the increased presence of the military, security and safety of the local community remains the primary concern. The growing importance of community security has now moved to a point where assessing how this approach might work in this unique context has become a priority for local level government officials. This interest stems from a growing concern by the government, the military, and the police to contain, what they see as an alarming situation.

In response to the deteriorating security situation, UNDP, through the Community Recovery and Resilience Programme (C2RP), has moved to address these tensions by improving safety and security in the most affected areas of Cox’s Bazar by working with the police and the wider government. The programme supports the local

police in reactivating Community Policing Forums at sub-district level, provides training on community policing concepts and techniques, facilitates development and implementation of Community Security Plans and assists in refurbishment and upgrading of police facilities.  

A national strategy for community policing was developed and approved by the Bangladesh Police in 2008 with support from the previous UNDP project Police Reform Program. Since then the concept of community policing has been increasingly drawing attention in Bangladesh not only as a mean for enhancing public security but also as a tool to improve social cohesion through police-­-citizen partnerships. UNDP support to the Police in Cox’s Bazar, while addressing the immediate community security and safety issues caused by the recent influx, is making the next step towards policy implementation and operationalization of the community policing strategy.

Duties and Responsibilities

Objective of the assignment:

The overall objective of this assignment is to support efforts to strengthen Community Policing Forums and coordinate development and implementation of Community Security Plans in the most affected areas of Cox’s Bazar.

Specific tasks will include:

  • Provide support to the International Community Security and Community Policing Expert in order to assess the performance/effectiveness and capacity building needs of the re-activated Community Policing Forums (CPFs) taking into consideration the context, social tensions and vulnerability due to the recent influx.
  • Make recommendations on re-activation of the remaining CPFs and sustainability measures/incentive schemes to ensure that the process is not project driven but owned by the local stakeholders
  • Conduct training on Community Policing and methodology and process of development of Community Security Plans for active CPFs
  • Coordinate the process of development of Community Security Plans in 11 most affected unions in Cox’s Bazar, including participation in the community consultations, documenting the outcome of the consultations, providing support to CPF members in compiling the plans.
  • Monitor implementation of grants for Community Security initiatives as per the plans developed
  • Make recommendations on the future programming and provide input to the extended concept note developed by the International Community Security and Community Policing Expert.
  • Provide advice to the International Community Security and Community Policing Expert on engagement with local stakeholders, local policies and the country context.

Supervision and Performance Evaluation:

National Consultant (Community Security and Community Policing Specialist) will report to the UNDP C2RP Project Manager and will work closely with the International Community Security and Community Policing Expert. UNDP Sub-office in Cox’s Bazar will provide all necessary logistical support and office space to the consultant. 

Duration of the works:

70 working days over a period of 4 Months (May - Aug 2019)

Duty Station

During the assignment the consultant will be based at UNDP Sub-office in Cox’s Bazar and s/he will visit frequently field locations in Teknaf and Ukya sub-districts.

Inputs:

From C2RP:

  • C2RP team will introduce the consultant to relevant stakeholders,
  • C2RP will provide temporary desk spaces, if required, for the consultant;
  • C2RP will provide transportation to the field locations
  • C2RP will provide logistical support for organizing trainings and meetings

From the consultant:

  • Ensure progress tracking of target-achievements specified as per the work plan submitted.
  • The Consultant will use his/her own personal equipment. UNDP will provide a UNDP e-mail address.

DOCUMENTS:

The Consultant will prepare and submit the above-mentioned documents during the assignment period.

Travel and DSA:

No DSA will be paid at the duty station If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

The duty station for this post is Cox’s Bazar (entire Cox’s Bazar district including Teknaf and Ukya sub-districts). As such, DSA will only be provided for travel outside Cox’s Bazar.

Required Skills and Experience

Education:

Minimum Master’s Degree in Management / Law/ Criminal Justice/ Conflict Resolution/ Political Science/ Public Administration or any other social science related field for the assignment.

Experiences and qualifications:

  • Minimum 10 years of relevant experience working with Community Security and/or Community Policing in the context of social conflict and crime prevention.

Additional Capacity:

  • Experience in community policing, specific experience with Community Policing Forums is an advantage
  • Experience in development and implementation of Community Security Plans will be a strong asset
  • Ability to design and conduct workshop/ training/ dialogue sessions on Community Security and Policing approach
  • Background of undertaking social risk mapping, research, crisis mitigation, work with IDPs and refugee, assessment and analysis of the conflict is desirable
  • Good understanding of protection issues in a humanitarian crisis setting, and an early warning mechanism for the community from a protection point of view.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria-01; Educational Qualifications- Max Point 10
  • Criteria-02; Relevant experience working with Community Security and Community Policing in the context of social conflict and crime prevention- Max Point 30
  • Criteria-03; Relevant experience in designing and delivering training on Community Policing- Max Point 20
  • Criteria-04; Experience in development and implementation of community security plans- Max 10

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
