Background

The Local Government Division of Ministry of Local Government and Rural Cooperatives, GoB, supported by UNDP and DfID, is implementing a National Urban Poverty Reduction Programme (NUPRP) in Bangladesh. NUPRP is designed to contribute towards sustainable growth and reduction of urban poverty in Bangladesh. The programme will work nationwide and cover poor communities living in slums and informal settlements in cities and towns in Bangladesh and has 5 outputs:

  1. Strengthened municipal and national government capacity to deliver pro-poor, climate sensitive, urban development;
  2. Strengthened community organization in informal settlements;
  3. Improved livelihoods and well-being;
  4. Piloting options to improve land tenure and developing low cost housing initiatives; and
  5. Climate smart rehabilitation of small scale infrastructure supported.

Under the guidance and supervision of the Project Manager, the NUPRP Monitoring and Evaluation Specialist (hereafter the Specialist) ensures the effective implementation of monitoring and evaluation, designing and managing rigorous data management systems, supporting high quality analysis and research work. This covers both day to day monitoring to help ensure the project is on track and meeting objectives, research work and rigorous impact evaluation.                                                                                                                                  

Duties and Responsibilities

Summary of Key Functions:
  • Design of the monitoring and evaluation process to measure progress over time and evaluate the NUPRP programme;
  • Ensure implementation of monitoring and evaluation policies and strategies;
  • Management of monitoring and evaluation process;
  • Support rigorous impact evaluation and other high quality research products, and ensure wide dissemination of results and findings.
Design of the monitoring and evaluation process to measure progress over time and evaluate the NUPRP programme:
  • Participate in NUPRP programme design: develop a theory of change in line with UNDP corporate standards;
  • Design the NUPRP programme monitoring and evaluation tools in line with the UNDP Corporate Strategic Planning as well as with the UNDP Results-based principles, approaches and tools;
  • Provide tracking key indicators of the NUPRP Programme in line with the UNDP IRRF principles and tools;
  • Develop monitoring and evaluation tools and processes, innovative approaches in monitoring and evaluation that meet the requirements of UNDP;
  • Develop the accountability to beneficiaries strategy and plan in line with M&E tools and processes;
  • Ensure the production of the NUPRP project’s documents related to monitoring and evaluations;
  • Set a coordination mechanism for monitoring / evaluation plan.
Ensure implementation of monitoring and evaluation policies and strategies:
  • Direct responsibility and accountability for planning, management and oversight of NUPRP project monitoring and evaluations and other types of evaluations commissioned by the projects; Propose detailed plan and TORs for the key studies of the M&E plan;
  • Advice to the Senior Management on the NUPRP programme of work, including identification of topics, and projects/programme to be monitored and evaluated; Promote the exchange of information in order to build best practices and effective NUPRP programme management;
  • Organize, coordinate and lead monitoring and evaluation missions for the NUPRP Programme including an external evaluability assessment;
  • Prepare and support independent and credible evaluations in compliance with professional standards, namely with the UNDP standards;
  • Ensure that monitoring reports and evaluations are useful and that their recommendations and conclusions are implemented;
  • Develop the NUPRP Programme’s evaluation plan following UNDP coporate standards.

Management of monitoring and evaluation process:

  • Provide guidance on UNDP monitoring and evaluation policies, procedures and practices to NUPRP programme team and staff concerned with monitoring and evaluation, consultants and/or members of the monitoring and evaluation team;
  • Liaise with UNDP M&E counterparts in other projects as well as in regional and HQ offices;
  • Provide the technical advice at the design stage of NUPRP programme setting up a NUPRP results framework with defined indicators and an NUPRP M&E plan at the design stage to facilitate the evaluation at the later stages;
  • Provide evaluation feedback into NUPRP policy/programme design, including comments on various documents;
  • Coordinate all NUPRP program monitoring activities;
  • Follow up on implementation of monitoring and evaluation recommendations; Ensuring the optimal use of monitoring and evaluations reports by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan related to.
Support rigorous impact evaluation and other high quality research products, and ensure wide dissemination of results and findings:
  • Support rigorous impact evaluation, working with expert consultants using statistical models and with clearly defined a counter factual and strong identification strategy.
  • Provide training / capacity building on NUPRP related m&e and knowledge products;
  • Liaise closely with media and communications counterparts to plan launches, events and other activities designed to bring attention to the results and findings of the project;
  • Produce well written reports and other materials conveying results;
  • Produce M&E sections of formal reports to donors, headquarters and other partners;
  • Set collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues;
  • Organize and conduct of results-oriented monitoring and evaluation trainings within the NUPRP team;
  • Participate in monitoring and evaluation community remaining abreast of latest development and professional norms, standards, tools and methodologies.
Impact of Results  
 
The key results have an impact on the overall effectiveness and success the NUPRP project and the wider efforts of UNDP and its development partners to reduce urban poverty.  Effective implementation of monitoring and evaluation policies and strategies, as well as efficient management of the monitoring and evaluation process, enhance the organization’s capacity and credibility to provide leadership and high-quality technical advice on the formulation of innovative programme strategies and projects which address specific needs of the country in the UNDP Practice Areas.

Required Skills and Experience

Education:
  • Master of Science Degree or equivalent in economics, development or social science.
Experience:
  • 5 years of relevant experience at the national and international level in development issues, both in the field and HQ. Experience in high quality reporting, monitoring and evaluation.
Language Requirements:
  • Fluency in English.
