Background

Purpose

UNDP within the project Green Economic Development – Environment (GED), in Bosnia and Herzegovina is seeking to recruit a consultant to manage and oversee specific reconstruction works on street public lightning systems and reconstruction of lightning systems and installation of photo-voltaic solar systems within public buildings where UNDP is implementing a project that focuses on improvement of energy efficiency in public sector.

Objective

Under the overall guidance and direct supervision of the Project Manager, the National consultant will be responsible to conduct field visits and prepare assessment of public infrastructure interventions, review and assess technical design documents for infrastructure interventions, prepare BoQs and finally conduct supervision during execution of the reconstruction works for rehabilitation of public lightning systems and  lightning systems and installation of  photo-voltaic solar systems within public buildings as specified in this ToR.

Background Information

From an energy consumption perspective, Bosnia and Herzegovina is characterized as a country with very high inefficiency within the residential, non-residential/public, industry and service sector. At the same time however, Bosnia and Herzegovina has one of the most significant energy conservation potentials in the region and could base its further mid-term economic development and generation of new employment on energy efficiency improvement measures in the residential and public sector. Currently, BiH consumes about 20% of its GDP on energy, which is three times higher than in the U.S. and EU countries. Moreover, the average energy consumption of a public building in Bosnia and Herzegovina is three times higher than the EU average, categorizing them as completely energy inefficient buildings (in accordance to EU Eco-Management and Audit Scheme – EMAS). In order to meet this energy intensive consumption demand, a significant amount of budget funds must be allocated for energy expenditures of public buildings (educational, health, cultural, municipal and entity/state institutions etc.) representing a major proportion of the already inadequate public budget.

Based on the results achieved so far, the Green Economic Development project (GED) has been developed and will focus on scaling-up and creation of self-sustainability within energy efficiency related activities in BiH and contribution to BiH‘s EU accession and fulfilment of Energy Community Treaty obligations. In order to achieve improvements in the sector, the project developed two set of aims (short-term and mid-term).

Short-term aim:

  • create interest and motivate public sector buildings’ end-users to invest into energy efficiency by promoting grant co-financing;
  • develop capacity and skills of BiH government levels (systematic approach to decision making processes of energy efficiency investments);
  • achieve budget cost savings through implementation of EE projects in public sector buildings and reinvest savings into energy efficiency or other infrastructure projects.

Mid-term aim:

  • institutionalize energy monitoring and reporting mechanisms / energy management;
  • generate employment of domestic workforce;
  • increase public awareness and understanding of EE benefits;
  • develop and adopt sustainable financial mechanisms for EE project financing (performance-based granting, revolving mechanisms, soft-loans, etc.);
  • contribute to BiH’s EU accession (EPBD and EED directives);
  • lower the risk to enter EE investments/provide loans for EE investments in BiH.

Duties and Responsibilities

The consultant will be responsible to provide following services:

1. Undertake revision of electrical installations BoQ and design documentation:

  • Revision of Electrical installation BoQ and design documentation, in respect to the relevant regulations for electrical design, public safety regulations and good practice;
  • Verification of the BoQ and design and confirmation of correctness of all segments of the design documentation (technical descriptions, calculations, drawings, technical specifications, BoQ and cost estimates);
  • Confirmation that the project documentation is not favorizing any equipment producer;
  • Development of the final report.

2. Prepare electrical installations BoQ and design documentation for tendering process:

  • Field assessments and preparation of Electrical installation BoQ and design documentation for rehabilitation works, in respect to the relevant regulations for electrical design, public safety regulations and good practice.

3. Participate during tender procedure:

  • Providing the responses to clarifications to bidders (regarding electric phase);

4. Participate in tender evaluation process:

  • Preparation of offers analysis, examination, evaluation, and comparison of Bids;
  • Development of the final consultant recommendation report.

5. Participate in implementation of infrastructural process:

  • Conduction of the site supervision and provision of the verification of the quality execution of the Contract. This verification will include direct communication with the Contractor.
  • Serving as the primary contact for the Expert Supervisors and the Contractor for any issues concerning progress, variations, payments, and any other issues that are subject to consultations and/or approval of UNDP.
  • Providing UNDP with final reports on the status of works and investments.
  • Informing UNDP of any needs for variations in quantity or quality of the Works, in whole or in part, that are deemed necessary by the Engineer or the Expert Supervisors.
  • Ensuring that no material not conforming to the Specifications in the Contract is used for the Works without prior written approval of UNDP. Be responsible for issuance of the Certificate of Final Completion to the Contractor, upon satisfactory completion of the Works.

Services shall be completed fully in accordance with the relevant national legislation and professional standards.

The consultancy is expected to last up to 147 working days including field visits to buildings and municipalities, in the period from May 2019 to December 2020. The assignment will not require presence in the UNDP premises.

Required Skills and Experience

Academic Qualifications/Education:

  • Minimum of a Master degree in electrical engineering, or equivalent (VII stepen obrazovanja u BiH);
  • State exam in electrical engineering.

Experience:

  • Minimum 15 years of professional experience in the relevant field of electrical engineering, especially in preparation of technical documentation for public and interior lightning systems;
  • Experience in working in complex environments and large infrastructure and/or electrical works, particularly in the field of construction, technical project documentation development as well as construction supervision;
  • Working experience within the area of preparation, implementation and monitoring of technical/(re)construction projects; methodological and calculation skills;
  • Experience in conduction of detailed energy audits in public lightning systems;
  • Experience on same projects with focus on implementation/supervision/quality control on energy efficiency in construction;
  • Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts, by-laws regulating the construction of similar public facilities, technical regulations, general and special technical conditions and professional codes;
  • Knowledge of BiH regulations and requirements on procurement, tendering and contracting;
  • Extensive knowledge and understanding of environment, climate change and EE issues and their importance in the regional and local context to be able to take into consideration energy efficiency standards as much as possible as well as introduction of use of renewable energy sources as part of preparation of specific technical documentation will be considered as an asset
  • Knowledge of the UNDP rules, procedures and regulations would be an asset;

Languages Requirements:

  • Fluency in both written and spoken B/H/S languages is a must;
  • Knowledge of English language would be an asset;

Award Criteria: The consultancy will be awarded to the highest qualified applicant through the combination of technical qualifications and financial offer.

Technical criteria:

  • Ratings based on Shortlisting Criteria - WEight: 40%, Maximum points: 40;
  • Specific experience based on the reference list with short description of the projects - Weight: 50%, Maximum points: 50;
  • Prior work experience with UNDP/UN Agencies - Weight: 10%, Maximum points: 10

Long/Shortlisting Criteria:

  • Relevant Education - Weight: 30%, Maximum points: 30;
  • State exam in electrical engineering - Weight: 30%, Maximum points: 30;
  • At least 15 years of professional experience - Weight: 30%, Maximum points: 30;
  • Knowledge of English will be assessed as 10 points for fluency and the points decrease as per the level mentioned in the CV: good - 8 points; fair/upper intermediate – 6 points; intermediate - 4 points; beginner - 2 point - Weight: 10%, Maximum points: 10.

Only candidates obtaining a minimum of 90 points would be considered for Technical Evaluation.

The final evaluation score will be based on Combined Scoring Method where technical evaluation will be weighted a maximum of 70% and combined with the financial offer which will be weighted a maximum of 30%.
