Background Information - Job-specific

The level of municipal services in most urban centres in Iraq has significantly deteriorated with the ongoing conflict. UNOPS continues providing support to the Government of Iraq and contribute to stability in Iraq. UNOPS is proposing a project to restore access to critical urban services through an integrated approach to selecting and implementing activities in order to maximize cost effectiveness and to ensure complementarity across sectors, which will improve the living conditions of returnees.

The incumbent will report to the Project Manager / Chief Engineer. He or she will be responsible for the overall planning and implementation of site works. The incumbent will also be required to abide by the security policies, administrative instructions, plans, and procedures of both UNOPS and the UN Security Management System.

Functional Responsibilities

Under the direct supervision and overall guidance of the Project Manager / Chief Engineer, the Site Engineer will be responsible for performing the following duties, ensuring effectiveness, transparency and integrity:

  • Oversee the planning, technical assessments, design, and installation of water and sanitation facilities and networks expansion or rehabilitation (pumps, pipes, water tanks and related facilities) , roadway rehabilitation, and renewable energy solutions (solar water heaters and/or solar water pumps and/or solar street lights), etc...  In the Governorates of Anbar in Iraq.
  • Coordinate with governmental authorities and other stakeholders to facilitate the implementation and handover of the project’s activities, carry out data collection / field information at the beginning and at the end of the project, analyse them, and report the output and outcome.
  • Prepare technical specifications, drawings, bill of quantities, cost estimates and timescales for the supply, installation, commissioning and testing of water and sanitation facilities, roadway rehabilitation, etc...
  • Perform on-site inspections and testing (recording, analyzing and interpreting test data) and ensuring the suppliers / contractors works are in progress and meet the contract schedules, specifications, project plans, quality, health and safety standards.
  • Attend project sites on a daily basis in order to monitor progress of works, identify problems, and provide appropriate solutions / guidelines to suppliers / contractors in resolving site problems as needed through application of sound engineering standards in consultation with the Project Manager / Chief Engineer.
  • Provide technical advice, solutions to problems and provide calculations for the selection of the water and sanitation facilities taking into consideration technical and non-technical criteria inputs.
  • Prepare progress reports on construction / installation activities according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager / Chief Engineer.
  • Assess the work activities of contractors, measure completed work, and make recommendations to the Project Manager / Chief Engineer for progress payments to contractors.
  • Maintain diaries and compile periodic reports and any specific reports required by the Project Manager / Chief Engineer.
  • Provide specialized technical trainings and guidance to the beneficiaries on the operation and maintenance of the installed water and sanitation facilities
  • Inspect, develop and maintain a database of the available items shipped and delivered to the project, and monitor the quality and progress of the project activities.
  • Perform any other duties as may be requested by the Project Manager or Chief Engineer.

This position will require travel and work in logistically challenging environments. A valid civilian driving license is required, as is willingness to travel to the construction locations and to the sites in the above-mentioned governorates.

Education/Experience/Language requirements

  • A first level of university degree in Civil or Mechanical Engineering  in the field of Water and Water Sanitation Engineering.
  • A minimum of 5 years of relevant experience in Civil or Mechanical Engineering and site construction supervision, design works in water and sanitation sector in Iraq is required.
  • Working experience in Auto CAD is required;
  • Experience of working in liberated areas of Iraq will be an asset.
  • Relevant experience in the local market in water and sanitation works is desirable 
  • Prince 2 or similar project management certification is an asset.
  • Fluency in English and Arabic languages is required.

Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
