Background

UNDP Kosovo office was established in 1999, and soon it earned a reputation as an independent and experienced partner in the collective effort to build and strengthen Kosovo institutions and achieve sustainable development. Three main areas of intervention include:

Sustainable Development programme works with local and international partners to reduce poverty, achieve social inclusion, assist vulnerable groups including women, youth and minorities, create jobs.

Democratic Governance and Peacebuilding focuses on strengthening the capacities of central and local governments, fighting corruption, supporting civil society participation, transparency, accountability and women empowerment in decision making processes.

Environment, climate and disaster resilience programme provides support to advance Kosovo’s agenda in climate change and disaster risk reduction, promotes the sound management of natural resources as well as supports initiatives in environment and health issues and raise awareness of the importance of clean and healthy environment.

Gender equality and women’s empowerment is a cross-cutting component for UNDP in Kosovo. By mainstreaming gender approaches in its programmes on a continual basis, UNDP Kosovo has been strengthening its overall performance in delivering results that are beneficial for both women and men and contribute to a more just and equitable society.

Note on Long Term Agreement (LTA):

UNDP Kosovo shall enter into a long-term agreement (LTA) with the selected consultant(s) and shall provide specific deliverables and time frames for each task, as and when required. Prospective individuals are requested to take note of the following:

Long Term Agreement is a mutual arrangement between UNDP and an individual to provide the required services at prescribed prices or provisions over a period of 12-36 months. UNDP reserves the right to rescind the agreement during that period should performance of the consultant not meet its requirements

Under a Long-Term Agreement, UNDP does not warrant that any quantity of services shall be purchased during the term of this agreement. Where a request for services arises, UNDP shall directly contract the consultant based on its need to carry out those activities. A specific Terms of Reference (TOR) outlining the outputs for each assignment shall be provided and an Individual Contract would be issued to the consultant, detailing the time frame.

Objectives of Assignment

Capturing UNDP’s work in Kosovo through high quality photography and/or video which will be used for publications and other communication products, including the social media. 

Duties and Responsibilities

Working closely with the Communications team, and project teams, the photographer(s)/videographer(s) are required to undertake the following tasks: 

Photographer

  • Take high-resolution photographs (and provide basic info on where and when photos are taken, in line with Description of duties);
  • Select best photographs related to each task (no less than 30) in consultation with UNDP Communications Unit;
  • Photographs shall be provided in raw format and optimized resolution to UNDP on external memory medium or via file transfer service;
  • Photographs must be provided in high quality suitable for printing, processing or publishing on web;
  • Work in close cooperation with and report to the UNDP Communications Unit.

Videographer

  • Record and produce HD videos (A and B-roll) in English and local languages to document events, activities and interview key, staff/partners/beneficiaries per request of UNDP to ensure capturing of UNDP’s activities in video format;
  • Record and edit narration / voice over where needed in according with guidance from UNDP Communications Unit;
  • Export and deliver audio track of videos per request of UNDP; 
  • Embed sub-titles video as per the need;
  • Edit videos and basic graphic animation as per request of UNDP Communications Unit;
  • Videos shall be produced in a high-quality broadcasting and web publishing format;
  • Export final version of a video in formats optimized for HD web distribution and TV broadcast and deliver to UNDP;
  • Videos shall be provided in raw format and optimized resolution to UNDP on external memory medium or via file transfer service;
  • Work in close cooperation with and report to the UNDP Communications Unit.

Copyright

  • Image acquisition includes reproduction rights for non-exclusive world rights in perpetuity;
  • Before Photographer/Videographer moves any photo on the wire or uploads it to an online Image Database as a photo essay or extended photo caption story, he/she should contact UNDP to obtain consent;
  • UNDP can provide the image(s) and video(s) to other UN organizations or the media at no cost, as is the practice.

  • Draft  1:  first professional edited  version  of  video material upon  which  UNDP  will  provide  substantive  inputs
  • Draft 2: second edited version of video material with basic graphic animation upon which UNDP will provide final inputs
  • Final high res file of video material suitable for web publishing and broadcasting

Required Skills and Experience

Qualification:

  • Bachelor’s degree in Photography, Graphic Design, Communications, Public Relations, Marketing, Media Relations, Journalism, Social Sciences or related field.
  • At least 5 years’ experience in photography and photo database management or videography;
  • Experience in photographing or video-capturing development-related projects;
  • Previous professional experience with the United Nations or similar organisations in this or a related field would be considered an asset.

Photographer Candidate must possess following competencies:

  • Proven ability in photography and ability to assimilate and communicate complex visual messages in an engaging and user-friendly manner;
  • Advanced knowledge and skills of MS Office, including Corel Draw, Adobe Photoshop and other editing tools is required;
  • Solid experience in processing and editing photo, creating photo and photo stories;
  • Experience with on-call assignments, preferable with international organizations;
  • Flexibility to travel throughout Kosovo on short notice;
  • Ability to work on a strict deadline;
  • Proactive approach to delivering tasks;
  • Understanding of UNDP values, mandate and activities;
  • Demonstrates high level of professionalism and ethics.

VideographerCandidate must possess following competencies:

  • Have extensive experience in producing news, documentary films, TV programmes and 3 to 4-minute short format films; 
  • Demonstrated experience of conception, production and editing of mini video documentaries and PSAs;
  • Proof of experience will be submitted with application to bid;
  • Able to produce and film on location without any other supervision except for liaison with the UNDP Communications Unit;
  • Excellent technical capacity to ensure smooth and high-quality production (including availability of professional video production equipment and software; 
  • Must have the ability to use different video cameras and other video recording tools;
  • Experience with on-call assignments, preferable with international organizations;
  • Ability to work on a strict deadline;
  • Proactive approach to delivering tasks;
  • Understanding of UNDP values, mandate and activities
  • Demonstrates high level of professionalism and ethics 

Scope of price proposal and schedule of payments

Remuneration - Lump Sum Amount

  • The Contract is based on lump sum remuneration and shall be processed upon successful completion of the tasks assigned. 

The following documents must be submitted:

  • Updated P11/CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, a portfolio of previous works (a selection of photos, publications, links to videos, photo-stills, and similar) with a max. 1-page document briefly outlining why the candidate considers him/herself as suitable for the assignment.
  • Financial Proposal that indicates the all-inclusive fixed price, supported by a breakdown of costs. The Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. The price offer should include use of video camera and digital camera and additionally use of drone. Assignments can take place in Prishtina and on the locations Kosovo wide, which will be noted in request for services. Photographer should submit the offer for different locations including cost of travel and daily fee for assignments requiring field trips to be undertaken. 

Photographer should use his/her own professional equipment for photography and photo processing.Photographer will abide with the UNDP copyright rules and regulations. Any/all material produced for UNDP (per request of UNDP) is sole ownership of the UNDP and as such cannot be distributed or shared with any third party (media outlet, publishing agency, organization or person) except per specific request of UNDP Communications Unit.

Criteria for selection of the Best Offer

  • Offers will be evaluated utilizing a combined Scoring method – where the technical qualifications, the relevant work experiences and the technical proposal will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.
