Background

KP Tribal Districts span the region bordering Afghanistan and Pakistan provinces of Khyber Pakhtunkhwa (KP) and Balochistan. They remain one of the most underdeveloped regions of Pakistan, enduring decades of marginalization, and economic deprivation. Livelihoods and employment remains a critical issue related to both social and economic development, and to issues of stability and governance.  The effect of these multiple challenges can be clearly seen in UNDP’s Multidimensional Poverty Index (MDPI), which shows that in 2016 73.7% population lived in multidimensional poverty, while the comparable figure for KP Province stood at 49%. The passage of the 25th Constitutional Amendment with political consensus and its subsequent presidential approval on 31st May 2018 signals a historic change and will fundamentally alter the lives of 5 million inhabitants of the area.  The merger modifies the institutional political economy, including the role of the KP Assembly and bureaucracy.

Since 2010, the UN’s KP Tribal Districts programme has been the largest portfolio, with approximately US$300 million invested annually predominantly through humanitarian funding. Until recently the humanitarian and development actors have, for the most part, operated within institutional silos without strong coordination mechanisms. The UN Resident Coordinator instituted a multi-partner Task Force to develop a Transition Framework anchored in the New Way of Working on humanitarian-development continuum in KP Tribal Districts.  Under the umbrella of the Transition Framework, a joint programme by FAO, UNDP, UNICEF and UNWOMEN and led by the UN Resident Coordinator has been developed which aims to ensure the sustainability of the returns process and strengthen the social contract between the state and the citizenry. The DFID-funded programme will achieve these overall aims by: a) strengthening resilience in return communities, especially by restoring livelihoods; b) supporting the improvement of, and access to, health and education services; c) supporting the local and provincial governments to become more effective, accountable and responsive; and d) supporting the improvement of the enabling environment for inclusive economic growth.

The Field Coordination Associate will work in close collaboration with KP Tribal Districts Support Programme Staff, UN Agencies and Key Stakeholders to ensure efficient flow of information at field level, effective coordination of activities, actions on instructions, agendas and ensures consistent service delivery at the field level.

Duties and Responsibilities

The UN Resident Coordinator’s Office has identified the need for Field Coordination Associate to ensure effective coordination field level activities as well as facilitate smooth programme delivery. The post holder will report directly to the Programme Manager.

Summary of key functions:

  • Conduct regular missions to the KPMD to assess the needs and report on the project’s progress.
  • Liaise with the different partners to map the development plans and alignment that to the KP Merged Districts Support Programme (KPMD) activities.
  • Engage with the local communities and partners to Identify opportunities to improve the effectiveness of the KPMD Programme co-chair the District monthly coordination meetings and ensure the action points are implemented.

  • Work with the KPMD support programme team to update the risk register, GRM and conflict sensitivity programing checklist
  • Monitor the operational environment and report on any potential challenges which may hamper the implementation of the programme.
  • Plan, organize and facilitate field level missions of KPMD team, senior management, donors and other stakeholders.
  • Negotiate access with LEAs and political administration for the partners and monitor NOC issuance for missions.
  • Work closely the programme team to report against the Result Based Matrix and Monitoring and Evaluation Framework
  • Support the FTF coordination structure by acting as secretariat to the Outcome Working Groups
  • Ensure regular interaction, sharing of updates/data on key challenges ranging from access impediments with relevant government departments and other stakeholders.
  • Liaise with stakeholders on the collection of information to effectively map areas of needs and response activities in support of coordination efforts;
  • Provide support to sector / cluster working groups as required and facilitate exchange of information on cross cutting issues;
  • Coordinate and facilitate in Focus Group Discussions (FGDs) in KPMDs.
  • Work in close collaboration with the clusters to improve joint multi-sector and cluster specific assessments and surveys, keep a track of missions and their results;
  • Work closely with the KP Government and Representatives of Newly Merged Districts of KP
  • Any other task assigned by supervisor.

Required Skills and Experience

Education:    
Minimum requirement is Matriculation; Bachelor’s Degree in Social Sciences is desireable.

Experience:

  • Minimum 6 years of relevant experience in the area of field coordination and monitoring of on-ground activities at the national or international organization
  • Understanding of UN System and prior work experience with UN Agency an asset
  • Updated knowledge and proven experience in the usage of computers and office software packages (MS Word, Excel, etc.),
  • Previous work experience in an international setting highly desirable.


Language Requirements:    
Fluency in English (written and spoken) is required. Knowledge of Pushto is desirable.
