Background

The Integrated Talent Management Unit is responsible for designing strategies, solutions, tools and services that enable and facilitate more effective and impactful people decisions and help shape a workplace where individuals thrive and teams excel. The Unit includes several service lines e.g. competency management, job design and classification; talent sourcing, onboarding, and succession management; diversity, employee engagement, and staff well-being; performance management, learning and leadership development, and career management. It also includes a distinct service line for internal management consulting which enables strategic positioning, resources alignment and business process reengineering. 
 
The mission of ITM is to enable effective management of UNDP talent through full integration of all aspects of talent management. Such an approach incorporates data from a variety of processes from recruitment, to performance management, learning, and development, and translates it into a coherent ‘employee life cycle' centered around one competency framework aligned with the UNDP Strategic Plan. The Talent Development Unit (TDU) plays a key role in the talent development process including developing frameworks, programmes, tools and partnerships.
 
TDU has three focus areas: a) support teams to achieve the highest possible performance to realize the organization’s strategic mission, b) prepare and continually develop employees and learning ecosystems to achieve the highest possible performance to meet the organization’s strategic mission and c) design processes, systems and tools to create a culture of continuous learning, knowledge sharing, growth, innovation and development.
 
As UNDP implements its new People Strategy (2019 – 2021) we must evolve our employee value proposition throughout the employee experience while strengthening our brand to attract, develop and retain diverse talent. UNDP is committed to implementing state of the art employee experiences across the employee life cycle. This role will focus on enabling employees to find, pursue, and excel in the kinds of experiences they need to grow, develop and perform. The position reports to the Chief of Talent Development and will have two reports (P1 and G6).

Duties and Responsibilities

  • Lead the design and implementation of career management services, tools and resources for all UNDP personnel (over 17,000 people), aligned to UNDP’s Strategic Plan (2018 – 2021) and the new People Strategy (2019 - 2021).
  • Link talent development programmes with career paths / experiences.
  • Create and launch innovative employee experiences across the employee life cycle, from new hires to long tenured.
  • Manage career counselling support services to employees in talent pools. 
  • Strengthen the capacity of UNDP’s managers in supporting employee career growth and development.
  • Design mobility programmes e.g. internal job swaps/rotations, private sector job exchanges, virtual assignments and inter-agency mobility programmes etc.
  • Engage with business leaders to address skills gaps, organizational transitions, and align learning processes to business goals.
  • Partner with senior leaders to identify and develop offerings and experiences that will help continue to build and sustain a high-performance culture.
  • Design and launch UNDP employee journey / experience maps to support people management capabilities, aligned with UNDP’s new People Strategy and Strategic Plan.
  • Identify current and future skill gaps across the organization related to the employee life-cycle.
  • Provide input on the development of new HR policies, tools, systems and operational procedures linked to mobility and career development. Research and implement best practices and cutting-edge methodologies in career growth, capability development and people management.
  • Implement state of the art strategies to strengthen the onboarding experience of all new employees, from senior executives to interns.

Required Skills and Experience

Education:
  • Advanced university degree (Master’s degree or higher) in political, social, economic, business management, or other related social science field is required. 
Experience:
 
  • At least 7 years of experience in human resources in areas such as recruitment, talent acquisition, career management, talent development, assessment, onboarding, capacity management, HR Business Partnering and areas related to the overall employee experience.
  • Substantial knowledge of employee life-cycle, talent management/ development and career management.
  • Strong project management skills, monitor work in progress, achieve project milestones/ end results for others to understand. 
  • In-depth knowledge around organizational development methodologies, including assessment and development of individuals and teams.
  • Knowledge in technology enhanced learning and being able to leverage technology to create talent reports, establish talent metrics, conduct analysis and track progress.
Language Requirements:
  • Fluency in oral and written English is required. 
  • Working proficiency in another UN working language is required (French and / or Spanish).
OtherAdditional assets:
  • Experience working in the United Nations or the multi-lateral system desired.
  • International working experience and/or experience in an intergovernmental organization desired.
  • Experience working in a country office desired.
  • Management consulting experience desired.
  • Coaching, career counselling or project management certificate(s) from a recognized institution desired.
