OBJECTIVES OF THE PROGRAMME
The Ministry of Health, Eritrea is working to strengthen Universal Health Coverage through strengthening the health system to ensure access and use of, high-quality health services by all Eritreans. A core component of the approach is to integrate quality assurance and quality improvement measures as cross-cutting themes to improve service delivery.The proposed Health System Strengthening in Eritrea is in line with WHO 13th Global Programme of work and is one of the priority areas in the Triple B initiative by the director general. The health system strengthening function provides the linkage for WHO support to the MoH.DESCRIPTION OF DUTIES
Provide technical support to Eritrea in health sector analysis, coordination and development of policies, strategies and plans with an emphasis on the development of equitable, people-centred Integrated Service Delivery and health systems support streamlined with disease control programmes, under the Universal Health Coverage (UHC) initiative;Provide technical support to Eritrea in designing, implementing, monitoring and evaluating health system strengthening interventions; at the regional and district level contingent on regional or district MoH leadership;3. Coordinate and facilitate collection of evidence-based knowledge on equitable, people-centred Integrated Service Delivery and primary health care, health system strengthening in the country, through collaboration with partners, such as universities and research institutes;4. Coordinate with and report to WHO's regional and global structures that support Universal Health Coverage (UHC), Integrated Service Delivery (ISD) and health systems strengthening initiatives;Perform all other related duties as assigned by the WR.REQUIRED QUALIFICATIONS
Education
Essential\: Medical degree and an advanced university degree (Masters level degree or above) in health sciences or health-related field such as public health, health policy, planning and management from a recognized universityDesirable\: Masters level degree or above) in health sciences or health-related field such as public health, health policy, planning and management from a recognized university
Experience
Essential\: At least seven years' relevant work experience in health with a minimum of three years' international experience in the field of equitable, health people-centred health services planning and management and/or experience working with the global health initiatives and other partner agencies.Desirable\: Experience in the implementation of integrated health systems and/or global health initiatives.
Skills
--> Knowledge of equitable, people-centred Integrated Service Delivery including primary health care, health systems in resource-limited environments and health systems strengthening initiatives;--> Knowledge of national health policies, strategies and plans, International Health Partnership and other health sector coordination mechanisms and partnerships;--> Programme development, planning, implementation, monitoring and evaluation.WHO Competencies

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3257 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.ADDITIONAL INFORMATION
