Background

The Climate Change, Resilience and Energy portfolio is organized around the thematic areas of climate change adaptation and mitigation; dsaster management and resilience; and access to clean and efficient energy. Projects in the respective thematic areas are implemented through UNDP’s core funds, bilateral and government co-financing and financing from Trust Funds like the Global Environment Facility (GEF). 
 
Under the energy portfolio, UNDP and MNRE with support from GEF is implementing project on, “Scale up of Access to Clean Energy for Rural Productive and Domestic Use (ACE)”. The Project Manager will be responsible for overall implementation of the ACE project, under the guidance of the National Project Director (MNRE) and the Chief for Climate Change, Resilience and Energy. The Project Manager will also support strengthening of the portfolio by upscaling current initiatives and developing new projects.  Project manager will work closely with the Programme Officer at UNDP and the project teams at MNRE. As this is a full-time position, s/he cannot hold any other job/assignments during this assignment.
 
Summary of Key Functions:
 
The Project Manager will support implementation and monitoring of ACE project and other renewable energy related project if required. She/he works in close collaboration with the operations, programme and project teams for smooth and effective implementation and resolving complex projects-related issues.

Duties and Responsibilities

The Project Manager will be particularly responsible for the following tasks: 
 
1.Planning, coordination and implementation the activities of the relevant projects;
2.Effective monitoring and reporting on the project activities, and organizing evaluations as required;
3.Develop project annual work plans and critical results path in consultation with PMUs, monitor activities of the Projects and ensure accurate and timely reporting to MNRE, UNDP and GEF;
4.Ensure 100% delivery against planned project results and financial delivery targets in the work plan. Closely track and monitor work plan and take corrective action
5.Develop and finalize Terms of references for consultant’s/ consultancy firms to be hired to undertake project activities
6.Commission activities like research studies, state level assessments, training workshops etc. and manage the operational aspects of procurement, event management, logistics etc. in coordination with relevant government and other partners, UNDP team and Project Management Units
7.Guide and manage the project team(s) 
8.Foster partnerships with key national and state government departments and relevant technical institutions working on issues pertaining to clean energy 
9.Develop training need assessment exercise, formulate and capacity development plan with inputs from state project managers
10.Manage and track contracts with project partners and flag any potential risks and suggest its mitigation measures. Ensure timely contract management and payments
11.Undertake review meetings with partners and field visits to track progress made in implementation of the project and take corrective action as required
12.Review quality and consistency of reports and deliverables by partner institutions/ responsible parties including financial reports from all project partners
13.Regular financial management and reporting as per the UNDP financial guidelines; Ensure effective financial management and reporting as per the UNDP financial guidelines
14.Facilitate and participate in the periodic review meetings and discussions related to project implementation, monitoring and follow-up
15.Supervise the work of team members or consultants, as may be recruited
16.Support development of strategies for sustainability and upscaling the project activities
17.Any other responsibility related to the project portfolio assigned by the supervisors

Required Skills and Experience

Education:
 
Master’s degree in Engineering with 7 years of experience in energy sector or Graduate degree in Engineering with 10 years of experience in energy sector 
 
Experience:
Essential
•At least 7 years of experience in developing, implementing and monitoring projects in the energy sector
•Atleast 3 years’ experience of working on RE based livelihood activities
•Knowledge and experience of standards and specifications of energy equipment related to solar, biomass, small hydro and wind.  
•Knowledge of GEF systems, policies and procedures  
 

Language Requirements:

•Excellent oral and writing skills in English and Hindi

Remuneration package is INR 1,82,746/- per month (taxable). UNDP also offers additional benefits which includes medical insurance coverage and limited pension reimbursement for the contract holder and encourages work life balance.
