The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs



The PHP Officer will assist the WASH coordinator in providing support in the development of NRC’s WASH programming particularly on the Hygiene promotion and soft components of emergency Water supply, and Sanitation Intervention. With the guidance of the country wash WASH strategies, the PHP Officer will assist the WASH coordinator in overall planning and design of on-going projects and future projects. The PHP Officer role is to plan, design, coordinate and follow up all WASH activities related to public health promotion.

Job description



  • Jointly with PHE team, conduct rapid WASH assessment for Cholera and IDP emergencies. This includes mobilising staff, casuals, orientation, assessment tools and logistics.

  • Jointly with PHE, Prepare and execute water safety plan in cholera affected areas- chlorination, disinfection of water at source, distribution and at household level using available disinfecting agents.

  • Depending on the assessment findings make clear recommendations for public health promotion initiatives, which are consistent with NRC WASH minimum requirements, taking into account cultural and geographical constraints of affected areas.

  • Working closely in particular with PHE team in design, implement and monitor of public health promotion component of NRC water and sanitation interventions ensuring that despite rapid onset and sometimes very short interventions, community engagement is in centre of all interventions.

  • Organize trainings / refresher for CHV/CHM/ water management committees and WASH committee on cholera preparedness and response, ensuring community understands the basics and referral pathways in case of outbreak.

  • Mapping of WASH interventions by other collaborates in same areas and identify ways, in which NRC could work together with WASH agencies / government stakeholders.

  • Identify potential local leadership structure both in terms of resources and management including their capacity to implement effective WASH emergency response inclusive of community feedback.

  • Through joint cooperation with logistics, ensure all hygiene/cholera related items are distributed fairly, carry out post distribution monitoring to assess usage and impact.

  • Take into account NRC gender policy and ensure as much as possible that representatives of all sectors of the community are consulted and involved in programme planning and delivery (take into increase in number of persons with disability and their needs).

  • Responsible for recruiting, training and managing (casual teams) and volunteers. This may involve planning work schedules, field based mentoring, supervision and carrying out performance appraisals.

  • Represent NRC when appropriate at coordination meetings with the national authorities, UN bodies and international and national NGOs, Focal person for Hygiene promotion Technical working group meetings (as per line Manager Approval).

  • Propose / promote innovative/interactive ways of working with children and adults especially in emergency response that promotes awareness and community action.

  • Ensure daily/weekly report writing on progress/issues/updates, quantitative/qualitative on prescribed formats as required by the programme manager.




Qualifications



  • A degree or equivalent in public health or social sciences related discipline.

  • Extensive community experience may substitute for formal qualification (but qualification will not substitute for experience).

  • The post holder should have at least 2 to 3-year practical experience in appropriate community based public health programmes (Cholera response), experience in conflict setting would be an added advantage.

  • Demonstrated understanding and skills in respect to design and implementation of Public Health Promotion programs in new and protracted emergencies.

  • Skills in assessment, analysis, planning and monitoring.

  • Training, mentoring and counterpart development skills.

  • Demonstrated experience of integrating gender and diversity issues into public health programmes.

  • Good oral and written communication skills and the ability to use standard computer software packages.

  • Good interpersonal skills and the ability to work well in a team.

  • Diplomacy, tact and negotiation skills are essential.

  • Experience of working under pressure and in response to changing need is desirable.

  • Innovative and out of the box vision to promote Hygiene Promotion awareness and practices effectively.

  • Ability and willingness to travel and work in remote areas.

  • Experiences working directly with community volunteers, water management committees and children are most preferred.
